Ultimately, the committee voted to adopt the language as written.
Another topic of discussion was the Civil Service Board’s role and relevance. With the last meeting of the board occurring 14 years ago, members debated its practical significance and whether it should be retained, streamlined, or eliminated. Opinions were divided on the board’s psychological impact on employees, its efficacy, and the challenge of finding volunteers to serve.
The committee also deliberated on potential amendments to the charter related to the eligibility of individuals to hold the office of mayor or commissioner. The proposed changes focused on the term of office and qualifications, specifically after a break in service of 12 months. While some members questioned the frequency of such situations, others underscored the broader implications on service and the city’s governance.
Election-related discussions included the merits of November versus March elections, voter participation, the cost of mailers, and the qualifying periods for candidates. A motion was passed to change the qualifying time and to send a direct mailer 30 business days before the qualifying period. Additionally, the issue of a one-year wait-out period for serving on a vacant seat was acknowledged but not discussed.
In addition to these topics, the committee addressed the naming of the Tarpon Springs Police Department and Fire Department, the consistency between the Board of Adjustment and the Planning and Zoning Board, and the process of streamlining authority for appointed boards. Although a suggestion was made to rename a section related to the police department for better clarity, the committee ultimately decided against it.
