The adequacy of funds for fire and EMS services, projected wage increases for staff, vehicle maintenance, and replacement costs were all points of contention. The possibility of acquiring vehicles from government auctions was considered as a cost-saving measure, with differing opinions on the efficacy of such a strategy.
One commissioner questioned the necessity of a $111,000 expenditure on a new slide for Fisher Park playground. Similarly, there was skepticism about the vendors’ pricing and transparency in profit margins concerning continuing service agreements.
Further discussions encompassed capital expenses and the timing of major purchases, such as the need to align budgeting with the lead time for procuring fire trucks to mitigate cost increases. The meeting also addressed the maintenance of city facilities and parks, including the eradication of invasive plants at Marretti Hammock Park and sprinkler maintenance at the golf course.
Several projects were debated for their scope and funding methods, including the Dempsey Park seawall repairs, the marina study, and the Bicentennial Park project. The renovation of tennis courts sparked a debate over grant funding, lighting standards, and cost estimates. Additionally, the 400 Channel dredge project prompted discussions on the application for a grant and the need for accurate cost estimates through bids.
Another contentious point was the proposed expenditure of $100,000 for an LED message sign board for Sydney Fisher Park. The commission explored various viewpoints on whether the replacement was necessary or if there were alternative solutions to address issues with the existing sign.
The commission resolved to hold a special meeting on July 16 to further discuss the budget and potential millage rate, agreeing to receive information electronically in advance. There was also talk of setting the mill rate and advertising, with a focus on reaching a consensus on the ceiling during a working session.
Other topics included budgeting for a rooftop solar array, a greenhouse gas study, and a Centennial celebration. The date of the city’s establishment and the celebration details, including whether to have a fireworks or drone show, were discussed. Lastly, the potential for a parking garage project adjacent to the City Hall was debated, considering a public-private partnership and grant opportunities, with the city manager tasked with exploring the possibilities at the lowest cost.
