Reading Zoning Board of Appeals Approves Special Permits for Residential Additions
- Meeting Overview:
The Reading Zoning Board of Appeals granted special permits for two significant residential construction projects during their latest meeting. The meeting, characterized by discussions on each application, concluded with the re-election of the current chair and co-chair and the welcoming of two new board members.
The first application, presented by Daniel Wills, sought a special permit for an addition to an existing nonconforming structure with a setback issue. Wills aimed to reinforce the foundation beneath an existing back room and construct a bathroom above it, without altering the structure’s footprint. Through discussions that touched on the specifics of the project, the board determined that the proposal met the zoning requirements and would not negatively impact the surrounding area. Neighbors on both sides had expressed their support for Wills’ project, which contributed to the board’s decision to approve the special permit for the construction.
Following Wills’ application, Lauren Santini submitted her request for a special permit to build a single-story addition containing a 960-square-foot accessory apartment. Santini’s initiative was driven by the need to provide suitable living arrangements for her elderly parents. The board scrutinized the proposal, focusing on the apartment’s layout, which included a separate entrance and parking facilities. After careful consideration, the board approved Santini’s special permit, acknowledging the importance of family care and the thoughtfulness of the plan in maintaining the character and integrity of the neighborhood.
The board’s actions throughout the meeting emphasized their attention to detail and a thorough vetting process for each application. Applicants were required to address various concerns from board members, ranging from technical compliance to broader questions about community impact.
In addition to the special permits, the board deliberated on the necessary conditions for issuing a permit, such as obtaining building inspection results and certified plot plans before granting a foundation permit.
The reorganization of the board was another focal point of the meeting. The current chair was willing to continue serving, and both the chair and co-chair were re-elected to serve until the following June. The introduction of two new board members brought fresh perspectives to the panel. The new members shared their backgrounds and readiness to contribute to the board’s mission.
Administrative affairs also occupied a portion of the meeting. The board addressed logistical matters, such as the distribution of documents and proposed changes to meeting dates to resolve scheduling conflicts. Additionally, the board approved the minutes from the previous meeting, with one amendment, and discussed recusal procedures and future meeting schedules before adjourning.
