The proposal for the expansion and improvement of an existing RV park was a point of interest. The applicants, hailing from Virginia, detailed their plans to upgrade the park to a higher standard, with improvements including the stabilization and hardening of the park’s roadways, upgrading propane fill equipment, and the removal of existing wells and septic tanks. Additionally, the lots were to be reconfigured to accommodate more units. The commission was assured that all county ordinances concerning the maximum length of stay would be adhered to. The planned expansion was clarified as primarily a reconfiguration of the existing space rather than an extension of the park’s current boundaries. The Planning Commission recommended approval to the Board of County Commissioners, citing consistency with the comprehensive plan’s goals and objectives.
Another topic was the rezoning of a 6.96-acre parcel to allow for a new single-family home subdivision. BWT Property Management sought to change the zoning from residential single-family R1 and Commercial General C3 to residential single-family R1a. With the staff’s recommendation for approval and no public comments against it, the rezoning was unanimously recommended to the Board of County Commissioners.
The commission also tackled a small-scale future land use map amendment proposed by Pura Holding Group LLC. The amendment, from agriculture to Urban Service, was aimed at enabling the future development of mini storage units and the establishment of a coffee shop. The staff recommended approval, recognizing the amendment’s consistency with the county’s comprehensive plan. After a thorough discussion and additional input from the owner’s representative and the owner, the amendment was recommended unanimously to the Board of County Commissioners.
In the same vein, the commission addressed a parcel of land that was split-zoned. Part of the property was already zoned C2, and the owner was seeking to unify the entire parcel under C2 zoning to potentially develop a coffee shop and additional commercial uses. The commission recommended approval of the small-scale land use map amendment and zoning change. Additionally, the commission discussed a zoning map amendment request from Agriculture and commercial retail C2 to commercial retail C2 for the development of mini storage units. The applicant concurred that the commercial General C3 zoning district, which permits mini storage by right, was too intense for the immediate area, and the commission recommended approval of the amendment.
The commission also reviewed a zoning map amendment from commercial retail C2 to plan unit development (PUD) to expand and make improvements to the existing RV park. The parcel in question had a vesting determination made in 2022 and had been used as an RV park. The commission recommended the approval of the PUD amendment, which was seen as consistent with the PUD zoning requirements and the future land use designation.
During the meeting, the status of several ongoing projects was inquired about. Updates were provided regarding a subdivision project slated for a first reading before the Board of County Commissioners and a retirement community project that had been taken to the Circuit Court after a denial by the Board.
The meeting concluded with the announcement of the approval of the new Putnam County Land Development Code through ordinance 2024-012. While the updated code had yet to be transmitted to Municode for the county website, it was made accessible through a link on the main county website. Board members were encouraged to review the document and report any issues or uncertainties.
