- Meeting Overview:
The Lawrence City Council meeting delved into several initiatives including the potential revival of the real property task force, the establishment of a net metering agreement for solar energy production, and the creation of new positions within the Department of Public Works (DPW). The council’s discussion focused on the importance of these projects for the city’s future development and the necessary steps to implement them effectively.
The revival of the real property task force emerged as a significant topic, with council members debating its role and the council’s authority to reinstate it. The task force, disbanded in 2016, was recognized as a strategic tool for providing recommendations on property dispositions, promoting transparency, and ensuring public input in the redevelopment process. Although the council discussed the historical context of the task force and its previous functions, there was uncertainty regarding the council’s ability to create such a body, which is typically appointed by the mayor. The council members emphasized the need to maintain the balance of power between branches of government and agreed to seek legal advice from the city attorney to clarify the council’s authority in this matter.
Another topic that garnered considerable attention was the proposed net metering agreement presented by Agilitas Energy, which promised the city a 12.5% discount on its electric rate through a 4 megawatt hour solar project. Despite the potential financial benefits, the council expressed confusion and concerns regarding the specifics of the net metering program, the differences from other energy projects, and the potential implications of a 30-year contract.
The council also tackled the creation of two new positions within the DPW. The first proposed position was for a manager of financial administrative services, aimed at enhancing the department’s financial and administrative efficiency, particularly in processing payments to vendors. Questions were raised about the salary and the selection process, with clarifications sought regarding the union status and pay scale. The need for this position was underscored by the deputy director of Public Works, who stressed its importance for the department’s operational effectiveness.
The second position discussed was for a sanitation and hazardous material program manager. The responsibilities would include managing hazardous materials, educating the community on proper disposal methods, and overseeing the disposal process. The council requested additional information on the job qualifications and confirmed that it would be a non-union role.
Additionally, the council approved the street layout plan for the Amsbury and Lawren Street area, which is essential for a two-way redevelopment project. The land use planner, Daniel McCarthy, emphasized the necessity of establishing the current street layout, and the council agreed to advance the plans with a favorable recommendation.
The council also addressed various administrative matters, including the withdrawal of an item related to properties with outstanding taxes and the tabling of a looming deadline with National Grid on items 437A and 437B. The urgency of these issues was recognized, and the council took appropriate steps to ensure they would be revisited in a timely manner.
