The Chrome Marketplace at 204, 220, and North Chrome Avenue will see its existing asphalt roofing system replaced with a new PVC roofing system, a project estimated at approximately $56,950, with a total fiscal impact of $567,500 including contingency. In tandem with the roofing project, the council discussed the redevelopment of the parcel, authorizing the executive director to solicit additional proposals for its acquisition and development. This move is indicative of the council’s broader strategy to revitalize and repurpose key areas of the city.

Another major development approved was the construction of a 1,287 residential dwelling unit subdivision in the Villages of Homestead. Additionally, the council approved special exceptions for the development of a single-family dwelling unit within the R3 zoning district and the final plat for a 121,000 square foot self-storage facility developed by U-Haul Company of Florida. Further, final plat approval was granted for a 69-dwelling unit residential townhome subdivision, known as the Machado project, on an approximately 8.63-acre parcel of land. These developments reflect the council’s ongoing efforts to address the city’s growth and infrastructure needs.

The meeting also touched on the impact of legislative actions, including the discussion of SB 969, the Spaceport Territory bill, which expands the Spaceport territory to include land that was formerly within the boundaries of the Homestead Air Force Base, potentially enhancing the area’s capacity for space transportation and benefitting local manufacturing and distribution companies.

Community development took center stage with the approval to submit the Community Development Block Grants (CDBG) and the Home Annual Action Plan as required by HUD, with the city receiving Home funds for the first time. Efforts to engage in urban reforestation were bolstered by a grant award for the Urban Forest Reforestation Project, which aims to plant native trees and grasses in disadvantaged communities.

The council was presented with updates on the allocation of ARPA funds, highlighting the progress of various projects, including infrastructure upgrades and innovation initiatives. One council member advocated for prioritizing the sports complex over other projects, while another emphasized the need for public outreach regarding community enhancement grants.

In an effort to support youth and community engagement, the council approved a resolution establishing a mentoring program in collaboration with Big Brothers Big Sisters Miami Inc. The program aims to create positive impacts through community-based mentoring and engagement with first responders.

The council considered operational matters such as the proposed operating millage rate of ad valorem taxation, holding it at the current level with the potential for a reduction by the time of the budget hearing. Discussions also addressed the need for additional police officers and improvements to city services.
