They questioned the project’s necessity, suggesting that it would lead to overcrowded conditions, escalating conflicts, and heightened safety risks, especially for children in the vicinity.
They pointed to issues such as trash management, illegal parking, and the potential for diminished property values. The City Council acknowledged these concerns, assuring that the input would be forwarded to the Community Redevelopment Agency (CRA) and the council for further deliberation.
In addition to the park parking project discourse, the meeting also included discussions on the approval of two new Patrol SUVs for the Jacksonville Beach Police Department to support newly created officer positions. The vehicles, part of the budget for fiscal years 2024 and 2025, were met with support from the council members.
The council engaged in dialogue concerning the availability of police vehicles and the potential for sourcing vehicles from surrounding counties. Additionally, the resignation of a CRA member led to discussions on appointing a new member to the CRA, with the first alternate term being filled and the possibility of a second alternate left open for future consideration. A speaker, Mr. Ken Marsh, expressed his candidacy for the CRA position, and the council motioned to appoint a new member.
The council approved travel authorization for members to attend the Florida League of Cities policy committee meetings in Orlando. Another vital infrastructure project discussed was a sewer repair proposal on State Road A1A. Despite the state not participating financially, the project was approved with the stipulation that the state would need to authorize the traffic movement plan. Concerns were raised about the project’s approval process, timeline, and cost-effectiveness, with the public works director providing clarifications where possible.
Further discussions centered on technological upgrades, specifically moving the city’s document management system to a cloud-based solution. The council deliberated over the associated costs, security concerns, and the designation of Upland Software Inc. as a sole source provider for maintenance agreements. An amendment was proposed to ensure clarity in the agreement’s language, and authority was delegated to the city manager to execute the agreement.
Moreover, the council discussed the engagement of SML Inc. for records management consulting services. The consultant’s role would be to sift through over 6.2 million image files to identify those past their retention date. The agreement, not exceeding $50,000, was approved. Additionally, the council consented to appoint Matthew Grey as a member of the police officer’s retirement system pension board and granted the city manager authority to approve and execute future renewal options for a fiber optic and network services agreement with a maximum term of five years.
