The board unanimously approved the sale of a cemetery plot for $300, noting that there are 10-15 lots available. In a more pressing discussion, the utilization of opioid funds was deliberated with presentations from the Chair of the Conway Board of Health and the Director of Community Health at the Council of Government. Funds have been allocated to purchase defibrillators and Naloxone boxes, and proposals for regional programs to benefit Conway and its surrounding towns were also discussed.
The meeting moved into a discussion on the opioid settlement funds, which have sat unused in a stabilization account. The Conway Board of Health participated in a listening session to gather community input on the usage of these funds. A debate arose regarding the necessity of a written plan for the expenditure of the funds, revealing differing perspectives on the issue. The allocation methodology, based on opioid impact data at the county level, was criticized for creating disparities among towns, particularly affecting those in regional school districts as opposed to towns with their own schools. This led to the suggestion of regional sharing of the settlement funds.
Specific projects discussed included efforts to support individuals in recovery and those at risk of opioid use disorder, with an emphasis on peer-to-peer counseling and support for single mothers. The proposed budget for these initiatives was scrutinized for its community impact and the importance of collaborative efforts.
The proposal for recovery meetings and prevention programs was another focal point. The logistics of distributing funds to various organizations over two years to facilitate community access to recovery meetings were debated. Concerns were raised about the management of invoicing and tracking the funds, especially for smaller towns with limited budgets. The remaining funds are planned to be used for educational purposes and other programs by the Board of Health.
The potential for the aging population to be included in the state’s dementia-friendly plan was also mentioned, as well as the importance of addressing inequity in fund allocation by reaching out to the governor’s office and the rural affairs director. The procedural aspects of the proposal’s voting process were reviewed, highlighting efforts to confront allocation disparities.
Other matters addressed at the meeting included the unanimous approval of the minutes from July 1st and various warrants, and the decision to rebid the public safety building project to attract more bidders. Pam Westgate was appointed to the sustainability committee for a term ending in 2025. The Council on Aging’s request to hold a social event with music at Veterans Park was approved. The Mass in Motion Board of Health had a representative appointment discussed, which appeared to have been decided previously.
Administrative updates included the purchase of moisture meters for the vault and town clerk’s office and closing out the Municipal Vulnerability Preparedness (MVP) project. Collaborative efforts with neighboring towns were reported by the board members, and mail received regarding vegetation work by Eversource and price increases from Comcast was acknowledged. The meeting concluded with a motion to adjourn and the announcement of the next meeting scheduled for July 29th.
