Amidst debate, the staff presented amendments to the ordinance that would incorporate architectural standards and dark sky lighting principles aimed at reducing the lighting impact on neighboring properties.
The meeting also involved in-depth discussions regarding the orientation of the football field, with board members considering whether the field should maintain its current direction or be adjusted. The board deliberated on the need for a fence and vegetation to protect an area designated as Wetlands, examining the adequacy of the proposed fencing and landscaping as a sound barrier. The possibility of increasing the fence’s height and moving it onto the property to allow for landscaping on the residential side was discussed. Moreover, the board expressed concerns regarding potential commercial development to the south and the necessity for future access between the church and Whispering Hills. The applicant explained the rationale behind rotating the stadiums and highlighted the school’s limited capacity.
The public’s input played a role in the proceedings, with residents voicing concerns about the orientation of the softball field to minimize lighting impact. Proposals from the community included restrictions on play after 9:00 PM, the establishment of a 50-foot buffer with an 8 to 10-foot vinyl fence, and a review of entrance and exit strategies to the property. The project representative recognized the failure to consult the homeowners’ association and committed to working with them to find solutions.
In response to public concerns, the board approved the public hearing case with amendments to the landscaping and fencing plans to ensure privacy and reduce noise impact for homeowners. The board also voted to approve a 6-foot high solid PVC fence on the property line of the adjacent North Boundary, along with other fencing requirements.
Apart from the athletic field modifications, the board addressed other matters, including the postponement of a public hearing on another development project to September 19th. Additionally, the board noted the expiration of terms for three commissioners and requested their reapplication. There was also a discussion about temporary signs and the interpretation of the city’s ordinances regarding signage placement on city property. The Deputy city manager attended the meeting, being welcomed by the board.
