In a recent Hopkinton Select Board meeting, the advancement of a plan to establish a Cultural District emerged as the focal point. Eleven applicants, including seven incumbents, vied for seven vacancies. The importance of the committee’s work, especially given Hopkinton’s association with the Boston Marathon, underscored the debate. Meanwhile, Peter Legoy’s unanimous appointment to the Trails Coordination Management Committee highlighted the community’s interest in expanding the town’s trail system to be more inclusive of families and young children.
Another subject was the Municipal Aggregation Plan, which allows the town to set contract terms for electricity for residents. A debate ensued over the timing of the public forum to introduce the plan, with concerns about potential low attendance during summer vacation periods. The board discussed the plan’s approval timeline and the opt-in/opt-out flexibility it offers to residents.
The meeting also delved into the Sustainable Green Committee’s proposed amendments to their charge. The amendments aim to ensure that new members understand the committee’s work and commitments, addressing turnover issues. This prompted a broader debate on whether qualifications for committee members should be required or recommended, with the board deciding to table the discussion for input from Town Council.
Updates on significant projects were provided, including the Main Street Corridor project’s progress, the ongoing PFAS treatment project ensuring water safety, and the MW connection interconnection project with Southboro. Despite the progress, the board recognized challenges, such as the removal of old utility poles and peeling paint on traffic poles.
The board unanimously approved the renewal of the town’s membership in the Central Massachusetts Law Enforcement Council, which supports the police department with specialized training and resources for large events. Additionally, the board reviewed and approved FY 25 liaison assignments and committee memberships, and they discussed the formation of various committees and councils, such as the Economic Development Advisory Council and the Water and Sewer Advisory Committee.
Other topics included the Upper Charles Trails Committee’s work, the Tax Relief Committee’s need for increased publicity, updates on the MBTA Community Zoning Compliance, and the Tim Brennan situation. A proposal to limit town department authority and spending was previewed for the next meeting’s agenda.
