The most notable issue revolved around a proposal by Cummings Lane Corporation to rebuild an existing stone wall in the riverfront area. Amid concerns over the wall’s impact on potential flooding and its longevity, the commission granted approval after thorough discussion and a revised plan that ensured the construction would be above mean high water and away from the salt marsh resource area. The secretary clerk, Jack Wilkins, representing the corporation, presented the revised two-phase construction plan, tailored to address the commission’s feedback and contingent on the availability of funds. This approval was subject to standard conditions and followed the commission’s directives to avoid any alterations to the salt marsh.
Another matter addressed was the approval of a new sewage disposal system at Shirley Street, represented by West Design on behalf of Tim Brown. The proposed system included a denitrification unit and a runoff management plan. Despite its proximity to the stream, the commission gave the green light on a negative determination, stipulating that the remaining Riverfront area vegetation must be preserved, with no clearing allowed except for Vista pruning.
The commission also approved the renewal of stockpile permits for Pro Paving and Excavating and Alexander’s Excavating. Additionally, the meeting covered George Brown’s renewal request for a stockpile soil permit on Main Road, which was granted.
During the session, the commission touched on Bernard O’Keith’s request to perform beach maintenance on East Beach Road and John Canan’s request to rehab a structure and patio on Drift Road. However, Canan’s application, lacking a file number and raising concerns about the proposed activities, led to the postponement of the decision to the next meeting to allow time for a more comprehensive review.
The commission reviewed and approved resource area delineations for properties on Robie Road and Horseneck Road after an extensive examination, which included discussions about the presence of vernal pools. These delineations are critical for determining the appropriate use of land and for protecting sensitive environmental areas.
Certificates of compliance requests were also a focal point, with a varied list of properties, including 1636 Drift Road, Carl and Paula Mann’s property on Kelsey’s Way, Habitat for Humanity on Sodom Road, MG Government Properties on Aom Road, Robert and Patricia Hartnett on South Shore Road, and John Cabral on Gifford Road. The requests ranged from properties requiring compliance for completed work to those where work had not yet started. Each request was approved following the commission’s procedures.
A less routine matter involved a request to remove an order of conditions for a property on SE 80566 due to a blemished title, as no work had started. The commission opted to lift the order, clearing the path for future actions on the property.
Furthermore, the commission engaged in a debate over a coastal zone resiliency grant application, proposing a 10% match funding from the wetlands fund. Discussions ensued over the division of materials washed onto a roadway, with the commission ultimately deciding to evenly split the materials down the middle of the road without assuming responsibility for determining their origins.
Expenses for media advertising and other miscellaneous items were approved, highlighting the commission’s operational needs and the ongoing public engagement in its activities.
