- Meeting Overview:
In a move reflecting the Southwick Community Preservation Committee’s commitment to historical preservation and prudent financial management, the recent meeting on July 17, 2024, zeroed in on the potential acquisition of a historically property and the reallocation of funds back into preservation accounts. The committee conducted preliminary talks on the possible purchase of the 74 College Highway property, which, with its reduced price tag and conservation potential, became a focal point of the session. The meeting also marked the reorganization of the committee’s leadership and addressed the effectiveness and visibility of signs for community preservation projects.
The discussion about 74 College Highway emerged as the most newsworthy topic of the meeting. This 10.8-acre parcel of land, which has seen a significant price drop from $900,000 to $275,000, drew attention for its historical value and potential for open space preservation. The committee expressed support for an application to acquire the property, citing its historical significance.
In parallel to property discussions, the committee reviewed its financial standing. The committee held $297,000 in historical funds and $122,000 in open space funds as of May 2024. It motioned to return unencumbered funds from various projects to the historical and open space funds, thereby reinforcing the committee’s financial integrity. Notably, the Cemetery Commission communicated the completion of a tree removal project in the old cemetery, and the committee voted to return the unused portion of $33,500 to the historical fund. Furthermore, the committee discussed reallocating $5,661 to the open space fund from the Land Restoration Improvement for Goose Pond project.
The committee’s proactive efforts to manage its funds effectively were further exemplified by its decision to re-encumber the funds into relevant accounts.
Another point of discussion was the matter of CPC signs installed across different projects. The signs, intended to inform the community about the use of funds in preservation projects, were criticized for creating visibility issues and being difficult to move. The committee deliberated over potential solutions, such as the introduction of weighted A-frame signs, to improve the situation without compromising the signs’ intended purpose.
The meeting also touched on administrative matters, including the reorganization of the committee’s leadership.
Additionally, the committee reviewed and signed the grant agreement for the library yard revitalization project and advocated for a new application form with more detailed information for applicants. The committee also deliberated updates to the preservation plan, with an emphasis on historical and housing aspects.
The committee resolved to wait for new applications before scheduling its next meeting but left the door open for an emergency meeting should it become necessary.
