The estimated costs for culvert repair stood at approximately $100,000, while paving projects were projected at about $375,000 per year for the next two years. Despite the outlined plans, residents voiced their issues with specific roads, citing persistent water accumulation at East Riding Drive and Brook Street, recycling debris near Elizabeth Ridge Road, and potholes on Nol Farm Road, among others. The town’s road repair program bid opening was mentioned, with satisfaction expressed over the results.
The board acknowledged the need for increased budget allocation to maintain roads in their current condition, as the current budget was deemed insufficient. A map created by engineers was shared, showing the condition of various roads, many of which were rated in poor condition. Additionally, concerns were raised about guard rails around town in disrepair, a cover problem on Conant Street, and the need for better pothole management. There was also discussion about forming a Safety Committee to oversee signage and road maintenance issues, emphasizing the challenges faced in prioritizing repairs and the limited resources available for long-term capital planning.
In terms of personnel and policy discussions, the board approved the appointment of James Mullen as the interim town clerk to oversee upcoming elections, after deliberation on the necessity of a background check. Furthermore, the board approved the employee expense reimbursement policy with an amendment and discussed the appointment of committee members for the fiscal year, considering political representation and adherence to regulations.
Another topic was the ratification of the dispatch contract, which included a 3% cost of living adjustment for FY 24, a 2.25% COLA for FY 25, and the addition of June 14th as a paid holiday for dispatch. The Select Board unanimously motioned to ratify the contract agreements.
The board scheduled a special town meeting for November 12, 2024, to address potential bylaw changes. Additionally, a public hearing was held for NSTAR Electric Company’s petition to install electrical conduit on South Street.
