- Meeting Overview:
The Norton Conservation Commission recently held a remote meeting to address key environmental concerns, including the restoration of a disturbed area behind the former Midway garage and ensuring compliance with permitting processes for local projects. The meeting focused on rectifying environmental disturbances, adhering to stormwater management protocols, and the issuance of certificates of compliance for completed projects.
A significant portion of the meeting revolved around the restoration of an area behind the former Midway garage, which had been inadvertently disturbed. Commission members discussed various restoration options, considering erosion control and appropriate surface materials to withstand vehicle traffic. Further discussion with the property owner was deemed necessary to reach a resolution that would protect the area from further erosion while accommodating its intended use.
Another issue discussed was the activity within the buffer and riparian zones at a property on Lane Street. The homeowner had begun an addition to the property without the necessary permits, resulting in unauthorized work within environmentally sensitive areas. The commission stressed the importance of retroactive filing and adherence to regulations that limit disturbance to the riverfront area to no more than 10%. The engineer involved was tasked with updating the plans to address the violation, and the commission emphasized the urgency of compliance to protect the local ecosystem.
The meeting also addressed the Wading River Estates project. Brian Dunn, the applicant, presented updates to the stormwater and site plans, including the addition of visitor parking spaces. The commission discussed the timeline for issuing an amendment to the order of conditions, with a motion approved to continue the hearing until August 12th to provide sufficient time for processing.
Additionally, the commission approved the issuance of a certificate of compliance for a project with file number 250-4764. Draft orders of conditions for projects on Oak Street and King Philip Road were also reviewed and accepted.
An enforcement order for a property on East Main Street was discussed, with a representative presenting a restoration plan for an area affected by erosion and overgrowth due to previously placed millings for parking. The plan proposed the removal of millings and restoration using a top dressing of loam and seed, with a straw bale barrier to prevent further erosion. The commission took the plan under review with the potential for approval to follow.
During the public comments section, concerns were raised about the restoration plan and the filing of a notice of intent. The commission sought clarification on the violation and the location of the project while acknowledging the need for a timely review and approval of the proposed restoration plan.
Office updates included upcoming vacations for the director and assistant, which could impact future meetings. Additionally, a minor correction was made to the meeting minutes from a previous session regarding the discussion for a determination on East Main Street, and the corrected draft was subsequently approved.
