Ormond Beach Approves Key Land Development Changes
- Meeting Overview:
Ormond Beach City Commission, in a recent meeting, approved several ordinances and resolutions that will shape the city’s development and community services. Among the most noteworthy actions were the unanimous approval of final plats for various subdivisions, the adoption of tentative millage rates for the 2024-2025 fiscal year, and the change of land use designation from ‘medium density residential’ to ‘low intensity commercial’ for a 1.33-acre parcel.
The Commission gave the green light to the final plats for the Archer’s Mill Phase 2 and Phase 6 subdivisions. This move is set to pave the way for the expansion of the city’s housing stock and community structure.
In a bid to enhance the city’s infrastructure, the Commission also unanimously approved resolutions for the undergrounding of utilities at the intersection of N. Halifax and E. Granada Blvd. This project, recommended by the Community Redevelopment Agency (CRA) board, is anticipated to improve the aesthetic appeal and safety of the area.
Additionally, the Commission tackled the change of a 1.33-acre parcel’s future land use designation, voting to transition the area from ‘medium density residential’ to ‘low intensity commercial’. This decision is expected to open the door to new commercial opportunities and diversify the local economy.
Cultural development also featured prominently in the meeting’s agenda, with the Ormond Beach Arts District, Inc. receiving consent for the public display of Seward Johnson sculptures within the downtown overlay district. This initiative is part of a broader effort to foster a vibrant arts scene in Ormond Beach.
These appointments are integral to ensuring that a wide range of voices and perspectives are considered in the decision-making process.
The meeting also addressed public safety and employee welfare issues. The Commission discussed ordinances related to the amendment of the police officers’ pension trust fund and aircraft ground operations code. Such amendments are important for maintaining a well-equipped and financially secure police force, as well as ensuring the safe and effective operation of local air traffic.
Updates from the city manager were delivered, providing insight into ongoing and future city projects. The manager reported on repairs at the PAC fire damage, summer camp activities, and the availability of sandbags for residents as a storm preparedness measure. In a lighter moment, the Commission received EDC honey from the Environmental Discovery Center.
During the public hearings, the Commission approved the second readings and adoption of ordinances for the annexation of parcels of real property into the City of Ormond Beach. These annexations involved redefining the territorial boundaries of the city, setting forth zoning privileges and obligations, and bolstering the city’s capacity for growth and development.
In a show of gratitude and community spirit, the City Manager and Assistant City Manager were commended for their diligent work in crafting the budget. The Conklin Center for the Multiply Handicapped Blind was also recognized for its unique programs catering to individuals with disabilities in the Volusia County area. Furthermore, the Main Street Executive Director highlighted board member recognitions and upcoming community events.
Commissioner Sargent raised a concern regarding a flashing light at Rockefeller on Beachside and proposed collaboration with the Florida Department of Transportation to address the issue. She also provided reassurance that the tennis courts at Rockefeller were not for sale and relayed information about a Leisure Service Advisory Board motion regarding an Echo grant for the Ormond Beach Tennis Center. Commissioner Persis lauded the fire department for their rapid response to a recent house fire and thanked the budget staff for their efforts. Deputy Mayor Briley celebrated the re-elected commissioners and expressed anticipation for the Tomoka Elementary School ribbon-cutting. Commissioner Tolland mentioned an upcoming Main Street Christmas in July event and offered condolences to those who had experienced loss. The Mayor echoed these sentiments and also commended the work of Main Street and the arts district.
