- Meeting Overview:
The Lynn Haven City Commission meeting resulted in the approval of the preliminary plat for the Bedford Park Town Homes development, an initiative promising to bring 154 new townhomes to the area. This significant residential project, represented by MC Rutherford 26 LLC, moved forward with stipulations that it be phased and that each phase receive separate approval from the commission. Additionally, the commission engaged in a discussion about the city’s animal control ordinances, touching on issues ranging from animal cruelty to noise regulations.
The development of Bedford Park Town Homes stood as a principal agenda item, with the city commission addressing traffic concerns and the potential impact on nearby school congestion. The project engineer presented the application that incorporated stormwater infrastructure and landscaping. A significant concern for the commission was the traffic counts, which had been conducted during a school vacation period, potentially underrepresenting actual traffic volumes during the school year. To ensure a more accurate reflection of traffic conditions, the commission discussed the need for retaking traffic counts while school was in session.
In response to worries about the project’s proximity to the road and the effects of construction traffic on school hours, the developer agreed to consider routing and timing to minimize disruptions. The commission underscored the importance of a phase-by-phase development approach, with the preliminary plat approval highlighting that the final plat would need approval before the sale of any lots. This methodical approach to development aims to mitigate potential issues that may arise with large-scale construction projects.
In addition to the townhome development, the commission examined a midyear budget adjustment for the planning department, with the introduction of an additional $10,000 to support engineering development review.
Another point of interest was the quasi-judicial public hearing for a pickleball center at the Panama Country Club. The commission considered the location of the courts, and potential noise and safety concerns, as well as the impact on neighboring residents. Questions were raised about anticipated noise levels and parking provisions for the facility. The development’s representative addressed these concerns and outlined the approval process within the Panama Country Club, including any challenges anticipated from the homeowners’ association or community members.
The meeting also tackled revisions to the city’s animal control ordinances. The proposed changes included stronger stances on animal cruelty, neglect, and abandonment, and specific discussions were held about the dangers of leaving animals locked in vehicles and the measures authorities could take in such situations. The inclusion of miniature horses as service animals and considerations for noise control concerning roosters were other focal points of the debate.
Additionally, the commission recognized community service efforts by local youth organizations. The Girl Scouts and Boy Scouts were commended for their contributions to city beautification projects, such as building a playroom for cats at the animal shelter and creating a play area and birdhouses at the B Bark Park. The success of Brady’s kickball team was celebrated, and the Boys and Girls Club was announced to be open for after-school care. Preparations for the “Music by the Bay” event were also discussed.
Public commentary during the meeting included concerns about traffic safety, with a representative from The Landings Owners Association requesting a speed limit reduction on Landings Drive. Additionally, there were calls for more diversity in those leading prayers at city events and concerns over city management and employee treatment. The Traffic Safety Committee was reported to be looking into the speed limit concerns, and speed bumps were installed in M Highlands to address speeding issues.
The consent agenda, which included routine approvals and the settlement and release of claims, was passed without controversy.
