Wildwood Crest Council Tackles Climate Change Regulations
- Meeting Overview:
In a recent meeting of the Wildwood Crest Borough Council, one notable issue discussed was the proposed New Jersey Department of Environmental Protection (NJ DEP) rules to address climate change and sea level rise. The presentation by industry experts outlined the creation of a new inundation risk zone, assuming a 5-foot sea level rise by 2100, and adjustments to flood elevations, which could affect residential and critical facility development. The council also debated a range of local concerns including the prohibition of artificial grass, improvements to Centennial Park, and the provision of transportation services to handicapped individuals.
The NJ DEP’s proposed regulations, aimed at managing coastal zones and development in light of the changing climate, were a focal point of the meeting. The rules introduce requirements for new development, redevelopment, or significant improvements within the inundation risk zone, which now includes an estimated 43% of Cape May County’s land mass. These measures would necessitate buildings to be elevated and infrastructure to be adjusted, a move likely to deter further development in low-lying areas. The economic impact on homeowners, potential insurance implications, and the need for comprehensive understanding of these impacts were central to the council’s concerns.
The council stressed the importance of public debate and urged local entities, such as public works, city engineers, and land use boards, to assess the implications on future capital projects and to participate in the 90-day public comment period.
In addition to the climate change rules, the council passed resolutions on topics ranging from road resurfacing and Bayside bulkhead replacement to authorizing contracts for engineering work and approving expenditures for public works equipment. One focus was on the steps Wildwood Crest has been taking in response to rising sea levels and the need for continued flood mitigation efforts.
Another discussion revolved around Centennial Park improvements. The council passed a resolution authorizing engineering work for beautification efforts, including the replacement of benches and light fixtures, and updating landscaping to improve safety and aesthetics. The proposal also sought funding through the Cape May County open space fund, with an emphasis on cost considerations and the involvement of the police department in the design process for public safety.
The prohibition of artificial grass was also debated, with the council deciding to refer the issue back to the planning board for further review and potential amendments.
During the public comments section, a resident’s concerns about the beach transportation services for handicapped individuals were discussed. The resident recounted an incident leading to a stranded elderly woman with an oxygen tank on the beach, which highlighted the need for reliable and accessible transportation services for those with disabilities. The council was urged to ensure proper access to the beach for handicapped individuals.
Other updates presented at the meeting included ongoing projects such as the Crest AR Pavilion project, the Herford Inlet to Cape May Inlet Beach and dune construction, and the Sunset Lake State Channel dredging project. The council also received reports on the number of calls for service, criminal investigations, and the “File for Life” program, which provides essential medical information to emergency responders.
Concluding the meeting, a commissioner shared updates on the lightning detection system initiative, aimed at ensuring the safety of beachgoers during storms. Condolences were offered to the Mory family for the passing of community member Jack Mory, and concerns regarding the placement of temporary foot showers were addressed.
