- Meeting Overview:
The Phillipsburg Land Use Board meeting on July 25th, 2024, highlighted community concerns regarding the proposed zoning change of the Perone Howard Street property to industrial and the potential development of a warehouse that could profoundly impact local residents and the town’s vision as a riverfront destination.
One notable issue addressed was the proposed zoning change of the Perone Howard Street property to industrial. Several individuals during the public comment period expressed their opposition, emphasizing inconsistencies with the master plan and potential adverse effects on surrounding neighborhoods. One speaker presented signed letters from residents and businesses articulating their resistance to the zoning change. Concerns were also raised regarding statements made by Attorney Scott Wilhelm.
The potential development of a warehouse on Howard Street sparked a heated discussion. One speaker highlighted the project’s benefits, such as the creation of 250 jobs with an average salary of $50,000, challenging the opposition by underscoring the economic advantages. However, resistance was strong, with another speaker advocating against the warehouse, citing potential detriments to air quality, traffic safety, and the town’s Riverside destination vision. The long-term viability of warehouse jobs was questioned in light of automation trends. Further, concerns about the impact of increased truck traffic on emergency services, air quality, and overall quality of life were voiced.
Speakers emphasized the need to consider the regional implications, environmental, and public health concerns related to the increased truck traffic and industrial activity the warehouse could bring. The challenges of current truck traffic were stressed, highlighting safety, air quality, and the possible deterrent effect on businesses and visitors, as well as skepticism about the benefits of additional warehouse development.
In addition to public comments, the board addressed the completeness of cases for a property on Heckman Street and Hill Road, which were carried over. A minor site plan with variances on Hagerty Avenue was discussed, with the applicant requesting temporary waivers for some items.
An important new business item was the Town Council’s referral of a matter to the land use board for conducting an amendment to the riverfront redevelopment plan. After deliberation, the board referred the matter to the board planner for investigation. Moreover, the board approved the payment of a bill list from Attorney Wilhelm.
The topic of the role of the Town Council in the proposed redevelopment plan amendment was discussed, along with the necessity for a study to determine its consistency with the master plan. There was a call for a dialogue with the property owner to explore alternative development options that aligned with the community’s desires and the town’s broader vision.
