The Spoonbill Preserve PD has been designed to exceed existing requirements for nutrient reduction in stormwater runoff entering the Indian River Lagoon. The project engineer presented an overview of the development’s environmental safeguards, including the construction of a stormwater treatment system that leverages natural water flow through man-made saltwater wetlands. These wetlands are expected to filter out phosphates and fertilizers from stormwater and runoff before reaching the lagoon.
The commission discussed at length the project’s access points, landscape buffering, dedications, and improvements. Key conditions from the staff report were incorporated into the recommendation for approval, such as the dedication of 63rd Street RightWay, the extension of 63rd Street, and an access easement over the 57th Street parcel. Additionally, a 10-year zoning reverter remains in place to ensure the project’s adherence to zoning regulations.
One of the unique features of the Spoonbill Preserve PD is the public access to Spoonbill Marsh and the boardwalk system. The commission examined the project’s proximity to existing commercial properties on 53rd Street and the buffer requirement for the Richie property. Staff assured the commission that the project aligns with the buffer agreement with the Richie property.
The discussions also highlighted the commission’s concerns about the monitoring of stormwater discharge and the management of the man-made saltwater wetland system. The engineer addressed potential issues, such as mosquito control, by explaining the natural water flow design and ecological balance maintenance measures. Historical mosquito control efforts and the distinction between impounded and natural marsh environments were also discussed.
In relation to the Grand Harbor area, the commission reviewed a new water management system aimed at addressing mosquito control and water flow problems. The system employs pumps to adjust water levels, facilitating movement through wetland areas and filtering out contaminants. The projected flow rate is 12,000 gallons per minute. The commission inquired about the system’s ability to handle storm surges, its impact on salinity levels, and the use of generators and system redundancy in the event of pump failures.
The commission’s discussions extended to the potential environmental impact of the development on the surrounding areas, including the depth of water in the pumping areas and the specifications for the vehicular use area and landscaping. The possibility of incorporating recreational tracks within the project was also considered.
Finally, the meeting concluded with routine matters, such as the scheduling of upcoming meetings. A notable personal announcement was made by the commission’s attorney, who announced their retirement and expressed gratitude for their tenure.
