- Meeting Overview:
In a recent meeting, the Halifax Board of Selectmen addressed several topics, including the progress of the Zoning Bylaw Review Committee, the formation of a government study committee, and the reallocation of funds for school HVAC projects. The board also acknowledged the contributions of a high school intern in enhancing town communication.
The Zoning Bylaw Review Committee’s efforts took center stage during the meeting as they work towards finalizing recommended zoning changes. These changes are crucial as they involve addressing MBTA zoning concerns and preparing for a special town meeting. The board emphasized the importance of public presentations and hearings and coordination with the planning board and other stakeholders in this process.
Another item was the draft committee charge for the government study committee. After much debate, the board approved the proposed committee, tasked with studying the town’s government structure, which has been in place since 1773. This study could lead to substantial changes, including expanding the board of selectmen and converting specific positions from elected to appointed roles. The board discussed the selection of committee members, focusing on qualifications and suitability, and agreed to post an online announcement to accept talent bank forms.
The board also dealt with the acknowledgment of Al HST as a special police officer. Additionally, the board unanimously approved a memorandum of agreement for a temporary compensation increase for the assistant town accountant to cover responsibilities during the absence of a town accountant.
In financial matters, the board approved the transfer of ARPA funds to address a budget overrun in HVAC projects at Silver Lake’s high school and middle school. The unanimous decision to reallocate funds to the rooftop unit project at the high school came after a thorough discussion about the cost increases and the importance of meeting the completion deadline to avoid losing funding.
The contributions of Eva, a high school intern, received recognition as well. Eva’s initiatives, including a monthly newsletter and plans for a video news broadcast, aim to enhance the town’s transparency and community engagement. The board commended her efforts in promoting local businesses and fostering a sense of community.
Lastly, the board discussed the organizational chart and reporting structure, addressing feedback on section 1.5 and considering necessary adjustments. The policy for appointing an acting Town Administrator in the absence of the current administrator was adopted, and the board provided signature authority to various department heads.
The meeting also included the appointment of two individuals to the Board of Library Trustees, an acknowledgment of the 20th annual summer smash softball tournament, and the approval of ambulance abatements and liaison assignments. Updates on the MBTA action plan and the Morse Brothers issue were given, along with staffing and operations updates by the Town Administrator.
