West Windsor-Plainsboro Schools Tackle Bullying with Data-Driven Approach

The semiannual report on harassment, intimidation, and bullying (HIB) took center stage at the recent West Windsor-Plainsboro School Board meeting, revealing a decrease in incidents and a district-wide commitment to fostering a positive school climate. The board convened to discuss several issues, including this report, presented by Jessica Smedley, the director of School Counseling. The report detailed the district’s ongoing efforts to combat bullying, with a notable reduction in HIB incidents and an increase in vigilance from classroom teachers.
Smedley’s comprehensive presentation covered the period from January 2024 through June 2024. It provided an analysis of 92 reported incidents, of which 54 were confirmed to meet the HIB criteria, while 38 were deemed unfounded or inconclusive. The decline in total incidents, compared to the previous school year, was attributed to the effective use of preliminary determinations and the reacclimation of students to post-pandemic school life. The data showed that bullying reports spanned all grade levels, with the most common distinguishing characteristics being appearance, followed by race and ethnicity, gender and gender identity, disability, sexual orientation, and religion.
Smedley underscored the importance of addressing HIB incidents during unstructured times, such as lunch, recess, and transit periods, which are often less supervised and can be hotspots for bullying behavior. The district’s partnership with Rutgers Behavioral Health was mentioned as a key component in providing adequate training for staff, including new anti-bullying specialists and administrative team members. Additionally, the district held a culture and climate summit to unite teams from all 10 schools in the district, discussing trends, data, and avenues for improvement in the school environment.
Also discussed at the meeting was the district’s enhanced reporting system, which now incorporates a software package called Hipster. This system aids in the consistent tracking and reporting of bullying incidents. A new form for parents to report concerns was also introduced, which has been made more accessible on the district’s website, though other reporting channels remain available. The emphasis on students’ direct reporting of incidents was highlighted as a componet in the investigative process.
In matters of policy, the Administration and Facilities Committee addressed several crucial policies and regulations, including attendance, student suicide prevention, emergency and crisis situations, and firearms and weapons. The committee also engaged in discussions on the progress of media centers in elementary schools, special services updates, and professional development opportunities for educators. A special mention was made of the district’s programming for students with autism and postgraduate supports.
Moreover, the committee reviewed job descriptions for various positions and approved the submission of artifacts to support the deputy superintendent’s goals. New textbooks, professional development consultants, and field trips were among the items recommended for approval.
The Personnel Committee made recommendations for the approval of personnel items, including revised job descriptions for the Community Education Program administrator and social media manager. Additionally, the board took a moment to recognize Susan Lee, a town center physical therapist, for her more than two decades of service in the district.
The meeting provided a platform for public comment, with community members participating in discussions on the district’s semiannual HIB report and other agenda items. The board addressed all items of concern raised by the community before voting on and approving the agenda items.
