The interns from the PS Institute for Sustainability Studies and Montclair State University delivered an in-depth report on stormwater management and flood mitigation strategies, which included a variety of data collection methods and analytical tools. They conducted preliminary site visits, mapping out flood-prone areas, and carried out a survey to understand residents’ personal experiences with flooding. With 187 responses received, the collected data estimated flood damages to be between $936,000 and $1.7 million.

The data gathered allowed the interns to create detailed maps of the Watershed and stormwater drainage systems, identifying several areas within the township that are at high risk for flooding. The most vulnerable locations include Berry Drive, Armest Drive, Adams Place, Bee Street, and Cosmo Street. The interns’ risk analysis emphasized the impact of impervious surfaces on flooding and the subsequent need for increased discharge containment.

Throughout the presentation, visual aids such as maps and graphs were used to illustrate the severity of flooding risks at specific streets within the township. This approach effectively communicated the group’s findings and shed light on the township’s misclassification as a low flood risk area.

The proposed flood mitigation strategies included the establishment of buffer zones around local brooks, adoption of advanced drainage strategies, and the implementation of a “love your lawn” initiative, which encourages the planting of rain gardens. Moreover, the group developed a step-by-step brochure and a story map to enhance community outreach and education on flood prevention.

The interns identified the Inflation Reduction Act Community Change Grants program as a potential funding source for the proposed mitigation solutions, which come with a hefty price tag of approximately $91 million. Despite the significant investment required, the group’s analysis projected that these measures would result in a considerable reduction in floodwater levels.

The council’s reaction to the presentation was notably positive, with attendees expressing interest and engaging in discussions around the data and potential solutions.

As the meeting concluded, the council presented certificates to the group members in recognition of their work. The atmosphere was one of optimism regarding the potential for implementing the flood mitigation strategies discussed. The council adjourned with members expressing their gratitude for the presentation and the dedication shown by the interns in tackling Washington Township’s flooding challenges.
