The recent Summit City Council meeting addressed a variety of community concerns, with notable emphasis on public safety, infrastructure improvements, and diversity initiatives. Safety concerns took center stage as residents Ali Sternberg, Alexander, and Susan, backed by a petition with 160 signatures, called for the installation of a sidewalk on the south side of Ashland Road between Rotary Drive and Silver Lake Drive. The absence of a sidewalk in this area was highlighted as a significant risk to pedestrians, especially children, and the council discussed plans to prioritize and implement this infrastructure project.
Another safety issue was addressed by resident Paul Chin Juli, who brought attention to the 40 mph speed limit on Orchard Street. He urged the council to enforce the speed limit more strictly.
Public safety updates were also provided by the Chief of Police, who reported a decrease in violent crimes and an increase in property crimes by 8%. The Chief emphasized the importance of community vigilance in preventing crimes such as burglaries and vehicle thefts. Council members, including Jamel Boyer, commended the police department’s community engagement initiatives and highlighted the reduction in vehicle break-ins.
Inclusivity and diversity were also focal points during the meeting. Ktia SRA Cohen, representing the Summit Anti-Racism Committee, offered to provide racial equity training to council members and clarified the committee’s non-involvement in the planning of the Summit Juneteenth event.
The meeting further addressed the departure of Matt Delori from the Department of Community Services. Council members expressed mixed emotions, with some showing regret and others disagreeing with his decision. Delori’s professionalism and dedication to the Summit community were acknowledged, emphasizing the impact he made during his tenure.
Financial and administrative resolutions were a part of the council’s agenda. Council members discussed a repayment schedule for school bonds, the adoption of new stormwater management regulations, and the authorization of a settlement agreement. A resolution to declare a vacancy in the city administrator’s office was introduced, along with the authorization for the purchase of a 2024 Chevy Silverado pickup truck for fire prevention and the declaration of a vacancy in the Parking Services Agency.
Councilwoman Delia Hamlet was particularly active, introducing resolutions regarding the Ashwood Court culdesac grading and wall reconstruction project and the paddle tennis court improvement project. She also expressed frustration with the redundancy in the stormwater management ordinance discussions, requesting simplification to accommodate her attention deficit disorder.
In terms of community services, Councilman Kevin Smallwood introduced a resolution to appoint members to the recycling advisory committee, with high school students being considered for the roles. The council debated the need for involvement from various departments, including the fire and police chiefs, to ensure comprehensive review and adherence to safety and maintenance standards.
The consent agenda was largely approved, with one item postponed to September for additional discussion. Updates on planning board initiatives, including development regulations and the master plan, were provided, along with the appointment of Jacqueline Gray as the executive director of the Summit Housing Authority. The council’s discussions on these topics highlighted their dedication to strategic planning and addressing long-term housing challenges in the city.
