- Meeting Overview:
The Summit City Council meeting on July 30 focused on the establishment of a homelessness task force, community safety concerns, and infrastructure improvements, including plans for new sidewalk installations.
Mayor Elizabeth Fagan announced the formation of a homelessness task force, which began meeting on June 17. The task force comprises 25 members, including representatives from the police and fire departments, local businesses, and various community sectors. The committee has been divided into five subgroups, each focusing on different aspects of homelessness, such as case management and prevention. The mayor emphasized the police department’s outreach efforts to connect homeless individuals with case management services.
Public safety and infrastructure were also topics during the meeting. A resident, Ali Sternberg of Dale Drive, proposed a sidewalk installation on the south side of Ashland Road between Rotary Drive and Silver Lake Drive. Sternberg highlighted the safety risks posed by the lack of sidewalks, stating that residents are forced to walk directly in the street, which is hazardous given the road’s 35 mph speed limit. Sternberg’s petition for the sidewalk garnered 160 signatures. Another resident, Alexander BL, echoed the need for a sidewalk to ensure the safety of children walking and biking in the area. Council members acknowledged these concerns and agreed to revisit previous sidewalk plans to prioritize pedestrian safety.
Additionally, the city council addressed issues related to community healing and affordable housing. A council member expressed a desire to discuss community healing with Councilwoman Harriston, noting the positive impact of the Pine Grove sidewalk project. The council member shared their personal connection to the project, mentioning that their family uses the sidewalk daily. The conversation then shifted to affordable housing, where efforts are underway to create a vetting process for developers. This process aims to ensure equitable opportunities for developers proposing affordable housing projects.
In the realm of public safety, the police chief provided a detailed overview of crime statistics for the first six months of 2024. The chief reported a decrease in violent crimes but noted an 8% increase in property crimes, primarily due to a significant rise in thefts. However, burglaries had decreased by 46%, and attempted entries into motor vehicles had dropped by 56%. The chief emphasized the importance of community vigilance and proactive measures to maintain low crime rates.
During the public comments portion, several residents voiced their concerns and opinions on various issues. One resident, Mary Joe Makuchi DeFonso, expressed dismay over demeaning comments made about two individuals, Jamal and Dilia, during a previous meeting. DeFonso highlighted Jamal’s character and leadership, emphasizing the need for respectful dialogue within the community. Another resident, Kya Sra Cohen of the Summit Anti-Racism Committee, clarified misconceptions about the committee’s involvement in community events and proposed racial equity training for the council.
The council also discussed several resolutions, including one to declare a vacancy in the city administrator’s office and another to authorize the purchase of a 2024 Chevy Silverado pickup truck for fire prevention. The council addressed administrative matters such as reviewing petitions related to sidewalk improvements and adopting new stormwater management regulations.
An emotional moment occurred when the council discussed the resignation of Matt Delori from the Department of Community Services. Council members expressed their appreciation for Delori’s contributions and professionalism, with one member stating, “When you talk, people believe you,” highlighting the trust and respect he cultivated. Delori responded with gratitude for the support he received from the council.
The meeting concluded with discussions on various resolutions, including those related to school bonds, settlement agreements, and the appointment of members to the recycling advisory committee.
