- Meeting Overview:
The Hanover Town Council discussed financial and community matters during their recent meeting, focusing on shared health services and an open space grant application. The council approved a resolution to amend a shared services agreement with Morris County, which will save the township approximately $92,000 over the next three years. Additionally, the council decided to withdraw a grant application for a land acquisition due to a substantial price disagreement with the property owner.
The most pressing topic discussed was the approval of Resolution 144, which amends the existing shared services agreement with Morris County for health services. The township has faced staffing challenges, including the departure of its licensed health nurse supervisor and registered environmental health specialist. To address this, the township has worked out an arrangement with the county to provide these services on a part-time basis, utilizing personnel who have previously worked for the township. This agreement will reduce costs, saving the township about $92,000 over three years. One council member expressed strong support for shared services, emphasizing their value and potential for future expansion.
In another significant matter, the council decided to withdraw its application for a grant from the Morris County Open Space Preservation Trust Fund. The grant was initially intended to help purchase a 5.23-acre property on Mount Pleasant Avenue for $425,000, with funds from the township, the county, and the Green Acres Program. However, the property owner believes the land is worth much more and is seeking a higher sale price. Despite professional appraisals estimating the property’s value in the range of $400,000 to $425,000, the council concluded that the township’s open space trust fund could not cover the owner’s asking price. Consequently, they voted to withdraw the grant application, expressing disappointment but leaving open the possibility of revisiting the issue if circumstances change.
Additionally, the council introduced several ordinances for future consideration, including those related to business insurance registration and improvements at the Bee Meadow Swimming Pool facility. These ordinances will be discussed further at the next council meeting, scheduled for September 12th.
