The council also addressed a resolution concerning the status of the Lawrence Redevelopment Authority (LRA) and the transfer of city properties. The resolution, drafted by the City Attorney, aims to clarify the current status of properties under consideration for transfer to the LRA and ensure transparency regarding property status. The council president emphasized that no properties have yet been transferred to the LRA without city council approval.
A significant portion of the discussion centered around the review process for certain parcels slated for development, particularly concerning the timing and clarity of the process. One council member expressed uncertainty about whether the LRA had confirmed their intentions regarding developers and proposed acquisitions of the parcels. They questioned the timing of when these parcels would be acquired and whether the LRA would subsequently issue a Request for Proposals (RFP). Another member emphasized the importance of ensuring that the resolution being discussed would inform constituents and interested parties about the status and potential future developments concerning the parcels in question.
The council also explored the implications of the resolution on specific properties, such as the Meramac Paper property, which had been demolished and was on the list of properties under consideration. It was noted that a letter of intent had been issued for the property, but it had not yet been transferred to the LRA. This prompted a discussion on the necessity of a clear process regarding property transfers to ensure the city’s best interests are maintained.
Additionally, the council discussed the coordination and management of grant applications and funding within the city. A proposal was presented requesting the committee to send a favorable recommendation to create a new position for a Director of Project Development and Management. This position aims to address the current disjointed approach to development projects by ensuring that grants are managed effectively with timely reporting and execution. One council member expressed concern about the city losing money on grants due to a lack of coordination, referencing instances where money was not claimed, resulting in funds needing to be returned.

Residents expressed their desire for the street to be converted to a one-way to alleviate high traffic and parking challenges. Despite the lack of official correspondence from the Department of Public Works (DPW) to support this claim, residents like Sandra Muan from 14 Orchard Street voiced their concerns about the current two-way traffic and inadequate parking. Muan proposed that one-way traffic would be a precursor to implementing angled parking along the street to maximize available parking for the households.
The council engaged in a back-and-forth discussion regarding the proposal, emphasizing the importance of enforcement and the feasibility of implementing dedicated parking spaces per address. The councilors expressed uncertainty regarding the legality of designating parking spaces specifically for individual addresses, highlighting the challenge of ensuring fairness among residents.
The meeting also included discussions on various event permits, including a family reunion at Sto Park and a softball tournament at O’Connell Park. Concerns were raised about potential noise levels and the inclusion of alcohol sales during the tournament. The council emphasized the need for thorough planning and communication to ensure successful events that align with community standards.
