The council also discussed a proposed development project involving the headwaters of Fern Creek and enhancements to Cove Road. The project, presented by Erica Biter from HJ Design Studio, includes dedicating approximately six acres to facilitate the development of Cove Road as an arterial roadway. The proposal emphasizes environmental restoration, including wetland restoration and enhancement of Fern Creek, which would improve stormwater management and ecological quality in the area. Drew Gatewood, an environmental consultant, detailed the planned removal of invasive plant species and the restoration efforts aimed at creating a conducive environment for wildlife.
Concerns arose during the discussion, particularly from Commissioner Smith, who suggested considering the installation of fiber optics for security cameras along the multimodal path to enhance safety for children walking to nearby schools. This suggestion was framed as a recommendation rather than a requirement. Another resident expressed anxiety about the project’s impact on his property and the potential environmental concerns related to drainage and increased traffic through Cove Road.
The council also addressed several grant proposals aimed at improving local infrastructure. This included a $6.5 million grant request for the implementation of the St. Lucie Inlet Management Plan, a $500,000 grant for planning and design services to establish a mental health housing pod for the Martin County Sheriff’s Office, and a $153,100 grant from Housing and Urban Development for providing permanent supportive housing rental assistance to individuals with disabilities who have faced chronic homelessness. Additionally, the council reviewed a grant for $28,750 in state-funded emergency preparedness assistance for the Emergency Management Division and a request to amend the Sheriff’s Office Firearm Training Facility project, reallocating $459,000 from the Logistics and Operations Center project.
A notable public comment highlighted concerns about red light running at the intersection of West Morland, identified as the worst based on a recent study. The speaker emphasized the complications caused by U-turns between Walgreens and BJ’s and the congestion issues on Golden Rod, particularly concerning a new condo development. Bonnie, involved in the public engagement efforts, reported that an online survey had garnered 200 responses, higher than the attendance at the live meeting, reflecting ongoing concerns about congestion and safety along US1.
Commissioner Smith recognized the efforts of staff members who assisted during an election-related technical issue, commending their prompt response. The meeting concluded with acknowledgments of local achievements, including an award for landscaping in Golden Gate.
