The board also reviewed updates to policy 524 concerning cell phone regulations. The discussion reinforced a decision made the previous year to restrict cell phone access for middle school students and mandate that high school students store their phones in non-instructional areas. These measures, initially implemented as practices, have now been adopted as formal policy.
Another topic was the role of school resource officers (SROs) in light of recent statutory changes. The board acknowledged concerns about the willingness of SROs to remain in schools due to new legislation and subsequently updated the language governing their use.
The board also addressed the policy concerning student transportation, specifically the e-bike policy, which prohibits students younger than 15 from riding e-bikes to school. This policy’s potential impact on secondary students was a point of concern, prompting a broader discussion on safety issues related to youth riding e-bikes and scooters. The board agreed that clear communication to families would be essential before implementing any changes.
In addition to these major policy updates, the board reviewed the crisis management policy, emphasizing that certain internal procedures would remain confidential to ensure safety and security. Policy updates were also discussed, including the addition of language regarding equal opportunity and updates related to harassment and violence, based on statutory obligations. Updates to the drug-free workplace and schools policy included protections for individuals in the Minnesota patient registry program, and the tobacco-free environment policy now includes provisions for smudging as a permissible activity for Native American students.
The student attendance policy underwent significant review, with structural changes and clarifications made to align with Minnesota School Boards Association recommendations while retaining specific guidelines relevant to Paynesville. The student discipline policy saw the introduction of provisions for unscheduled student removal, aimed at defining when students could be removed from the classroom for interventions. Updates to the privacy of pupil records policy clarified directory information, and the student medication and telehealth policy was adjusted to allow for potential access to remote mental health services within the school, contingent on staff and space availability.
