- Meeting Overview:
In the August 27, 2024, meeting of the Ocoee Code Enforcement Board, changes were announced regarding the structure of the code enforcement personnel. Effective October 1, code enforcement duties will transition to the police department. This change was confirmed by city official Doug Gaines, who will be moving into a different role within the city, along with another individual named Justin.
Gaines detailed that the transition would involve comprehensive training for new personnel over the next two to three months. Concerns were voiced about the continuity of code enforcement duties, but it was assured that the current code officers would continue their work under the new supervision of the police department. The board members expressed their appreciation for the contributions of Gaines and Justin, particularly highlighting improvements made to documentation and processes within the code enforcement framework.
The meeting also addressed various code violation cases. The board reviewed case number 2024-02195 concerning 1246 Russell Drive, where Officer Loeffler reported junk debris, including a kitchen sink and old fencing, in violation of Ordinance 108.24D. Despite a notice issued to property owners Kim and Thomas Monks for compliance by July 11, 2024, a reinspection on August 11 showed non-compliance. The city recommended a compliance timeframe of 15 days with a daily fine of $25 for non-compliance. Member Lewis confirmed the presence of the kitchen sink among the debris and moved to find the respondents in violation, with a compliance deadline of September 11, 2024, or face the $25 daily fine. This motion passed unanimously.
Another notable case discussed was number 2024-01994 at 616-17 Doris Ann Court. Officer Loeffler responded to a citizen complaint about overgrown weeds and a shed with a broken door on July 15. Despite a notice sent to the property owners, law Hamit, the property remained non-compliant as of July 29. The city recommended a 15-day compliance period and a $25 daily fine. Member Mann moved to find the respondents in violation as of July 28, 2024, and set a compliance deadline of September 11, 2024, with a daily fine of $15 for non-compliance. This motion also passed unanimously.
The board moved forward with case resolutions, including case number 2023-03613 on Plum Barry Avenue, which was found non-compliant. Member Schultz motioned to impose fines effective July 26, 2024, which was seconded by Member Lewis and passed unanimously.
Case number 2024-018885 on Lyles Street was also found to be non-compliant. Member Lewis moved to impose fines effective August 23, 2024, with Member Schultz seconding. This motion passed unanimously. A similar decision was made for case number 2024-019993 on Northern Durango, where a green vehicle remained in the front yard despite previous appearances by the property owners. Member Fernandez moved to impose fines effective August 23, 2024, and the motion passed unanimously.
Additionally, case number 2024-02017 on Russell Drive was discussed, where Officer Loeffler reported non-compliance. Member Lewis moved for imposing fines effective August 8, 2024, which was seconded by Member Fernandez and passed unanimously.
As the meeting concluded, board members were invited to make comments. Member Schultz and Member Fernandez had no comments, while Member Lewis expressed happiness at seeing Member Mann back. Gaines reassured the board about the transition of code enforcement duties to the police department, emphasizing the continuity of the officers’ work under new supervision.
