- Meeting Overview:
In a recent Martin County School Board meeting, members discussed the need to replace malfunctioning locks throughout the district at an estimated cost of $5 million. This discussion was part of a broader agenda that included updates on various construction projects and budgetary allocations aimed at improving district facilities and addressing ongoing challenges.
The lock replacement topic dominated much of the meeting, as concerns were raised about the feasibility of spreading the replacements over a five-year period. One speaker highlighted the impracticality of maintaining two different locking systems simultaneously, citing an example of a building with 27 doors where 10 were non-functional. This situation raised potential safety issues, prompting a call for a more immediate and comprehensive replacement plan. The board was urged to schedule a meeting to discuss the specifics of the lock replacement plan before any spending was approved.
Following the lock discussion, attention shifted to the progress of several major construction projects. Mr. Morrison and Mr. Cris presented the district’s five-year capital plan, emphasizing the completion of projects at Jensen Beach Elementary and the district boardroom, which are set for closeout recommendations in upcoming meetings. The Stuart Middle School project was reported to be at 78% completion, with progress on the cafeteria building and a new courtyard under development. The next phase would focus on gym renovations, with a chiller already purchased to ensure timely installation.
At South Fork High School, the completion of ball fields, gym, and chiller plant renovations were noted, with these facilities at 90% use. The school board also discussed the two-phase golf renovation project, which includes an in-kind donation for the golf course. A question about a sheriff’s deputy living in a trailer on the property led to a request for a report from the superintendent detailing the lease and utility payments.
The meeting also addressed the ongoing and proposed modifications at H Oaks Middle School, where the HVAC system’s failure due to its internal design necessitated constructing an exterior ice storage plant. This approach mirrors a previous project at Stewart Middle School.
Further discussions involved Warfield Elementary, where a new administrative, media, and classroom building is planned to address capacity and parking issues. The expansion of the car loop and parking area was proposed to mitigate current congestion, with suggestions to consult traffic engineers for safety improvements. Miss Roberts proposed optimizing the layout to improve traffic flow by reconfiguring building placement.
Martin County High School’s plans to eliminate portable classrooms and replace them with 16 new classrooms were also highlighted. This project includes addressing the acoustics in the high school gym and removing unused equipment from a non-functional chiller plant on the north side of the school. An assessment of the pool complex, weightlifting, and locker room building, as well as the group restroom building near the stadium, will be conducted in the next two weeks to evaluate their condition and determine necessary actions.
The board discussed budgetary allocations with a focus on technology needs and the district’s instructional continuity plan. A clarification was made that funds budgeted for technology, including a significant amount for student-issued devices, would carry over from year to year. The need for a district-wide one-to-one initiative for grades 9 through 12 was questioned.
Security enhancements at the purchasing, maintenance, and transportation site were also reviewed. The project, which began in July, includes a new perimeter fence, LED lighting, and automated gates to improve security. The board confirmed that funding for these enhancements had been secured from previous budgets.
Financial discussions included the five-year capital plan and the projected tax revenue of $55.2 million from a 1.5 mil tax levy. The district’s strong financial position was noted, especially regarding the low debt levels compared to other districts. The sales tax referendum, which funded the reconstruction of two elementary schools, was acknowledged, with the board maintaining a manageable mortgage.
The meeting concluded with a report on the recent approval of funding for after-school programs and mentoring by the Children’s Services Council. This included the Speak Life program, aimed at bullying prevention, which is part of the district’s mental wellness plan for sixth and ninth graders.
