- Meeting Overview:
The Westport Historical Commission’s recent meeting focused on issues regarding the preservation of historical properties and the maintenance of local landmarks. The commission discussed several applications for certificates of appropriateness and non-applicability, reviewed project updates, and addressed community concerns about property conditions and historical integrity.
The meeting began with a discussion on an application for a certificate of non-applicability from Caroline Cristiano. Representing nine other residents of Valentine Lane, Cristiano sought approval to restore the deteriorating end of the lane. She outlined the need for repairs, citing a large hole at the entrance and complications regarding sidewalk ownership. Cristiano had obtained written consent from all the residents to act on their behalf and detailed her plan to work with Daniel’s Asphalt for the project. She emphasized that payments would be collected directly from residents to the contractor. The commission members asked for clarity on the project specifics, including timeline and budget, ultimately agreeing that the project qualified for the requested certificate. The motion to approve the application was passed unanimously.
The commission then reviewed an application from Patricia Susman, presented by Margaret Jacobson, to replace French doors and sidelights without altering the structural aspects. The commission inquired about the specifics of the new doors, including the dimensions of the muttons. Jacobson confirmed that the installation would adhere to the existing style and structure, maintaining the historical integrity of the property. After a thorough discussion, the commission approved the application.
Another topic was the application for a certificate of appropriateness submitted by Dennis and Ruth Rock for gutter and trim work on their home on Main Road. The applicants sought to replace wooden gutters with aluminum ones and repair rotted woodwork. The commission preferred fiberglass gutters due to their durability and historical accuracy. Samples of fiberglass gutters were presented, showing their advantages over aluminum, such as better water flow management and fewer visible seams. The commission encouraged the Rocks to consider fiberglass and suggested they consult a contractor before finalizing their proposal. A public hearing was opened to gather comments, and the commission decided to continue the discussion at a future meeting, allowing the applicants time to gather more information.
The meeting also addressed a withdrawn application for the demolition and rebuilding of chimneys on Main Road. The withdrawal followed a recommendation for the applicant to consult a different mason with more experience in historic properties, alleviating concerns about the appropriateness of the proposed materials.
In general business, Russell Baker reported that work on a previously approved project was set to commence. Additionally, updates on renovations on Main Road were noted, with further details expected from the architect, Ashley. The commission discussed the need to reschedule the November meeting to November 12 due to a member’s unavailability, which was unanimously approved.
New business included concerns about the historical significance and safety of the Mariners Memorial and a building that had fallen into the water. The commission deliberated on whether they could intervene, given the potential safety hazards. Public interest in preserving these structures was acknowledged, and the commission expressed openness to hearing from residents.
A conversation took place regarding a property managed by Sue Braon, who had been served papers by the building inspector. The commission discussed the complexities of property ownership and the potential for the town to take over the property, which would involve fees, penalties, and a lengthy process. A speaker expressed interest in restoring the property for boat building and marina operations, seeking the commission’s preliminary support.
The meeting also touched on the recent dedication of a memorial structure without the commission’s prior approval. Members expressed dissatisfaction with the outcome, noting that the memorial’s current state was a missed opportunity for aesthetic improvement. They debated whether to invite a key figure in the memorial’s installation to the next meeting for clarification. The commission concluded that while the memorial’s design was not ideal, it was not harmful to the historical context, and they decided to move on from the issue.
