Mildred Joyce’s application to construct a garage, deck, and handicap ramp on her property on 3rd Avenue Northwest was approved following the building inspector’s endorsement. Dean Rushell, representing Pierce Villa, sought a permit for a wood shed along Oak Street. Due to concerns about water runoff potentially exacerbating flooding in neighboring yards, the shed’s placement was conditioned to be at least 20 feet from the street and oriented lengthwise. Lastly, Josh Andrea received approval to build a patio behind his house on Cody Court without opposition.

Infrastructure improvements were also a key topic. Eric from Public Works presented a request for a snow plow grant for a loader. The total cost of the plow was $229,800, with a Sourcewell grant covering $22,350, leaving the city to pay $7,450. This grant was seen as a benefit to the city’s snow removal capabilities. The council also discussed the acquisition of a new plow capable of servicing streets and parking lots, and the sale of an old piece of equipment, “The Pusher,” estimated to be worth between $7,000 and $9,000. The decision to approve the purchase of the new plow and the sale of the old equipment was unanimously supported.

In personnel matters, the council accepted the resignation of Lydia, a full-time employee, effective September 26th. She offered to assist part-time to close the clubhouse for the season. Her resignation highlighted her contributions and the upcoming challenges without her. The need for a part-time replacement was acknowledged, with hiring deferred until spring.

The council also received an update on the clubhouse’s recent activities, which had slowed due to the school year’s start. Catering for tournaments, including a recent event for Horizon Health with 72 golfers, was noted. New patio furniture was well-received, and maintaining it for future use was discussed. Satisfaction with recent upgrades and planned maintenance was expressed.

A pay application for the 2024 Street Improvements project was presented, detailing that 67% of the work had been completed. The application requested a payment of $146,800 for road construction and paving. The motion to approve the payment passed without dissent.
