- Meeting Overview:
The Elk River Area (ISD 728) School Board convened on September 9, 2024, to discuss significant legislative updates, staffing challenges, and ongoing educational initiatives. Key topics included the implementation of changes to Title IX regulations, staffing shortages, and new educational programs aimed at enhancing student learning experiences.
A major focal point of the meeting was the implementation of changes to Title IX regulations, which now mandate training for every district employee. This extensive training is set to occur over the next few weeks through online platforms and staff meetings to ensure compliance with the new requirements that took effect on August 1, 2024. The board emphasized the importance of this training in fostering a safe and inclusive environment for all students and staff.
In addition to Title IX changes, the board discussed legislative updates regarding the earned sick and safe time law, which will see further modifications on January 1, 2024. These changes include new definitions on the utilization of sick time and accommodations for pregnancy and lactation, requiring the district to provide safe spaces for affected employees. Wage transparency was another legislative requirement addressed, with all job postings now mandated to include wage ranges. Preparations for the Minnesota paid leave law, set to commence on January 1, 2026, were also highlighted, emphasizing upcoming reporting requirements beginning in October.
Staffing challenges were another topic. The board noted progress in food service staffing, with only two openings at the beginning of the school year, a marked improvement from previous years when over twenty positions were vacant. The district has also transitioned its substitute services for paraprofessionals to Teachers On Call, resulting in an improvement in fill rates from 30% to approximately 70% within the first five days. However, custodial staff faced challenges, with 14 openings among 98 positions, including nine lead positions primarily during evening shifts, posing recruitment difficulties.
The board introduced new district leaders, including principals and assistant principals at various schools. Notable introductions included Mr. Mike Zan as the new principal at Elk River High School and Mr. Kevin Joost as the principal at Ivan Sand Community Middle School and High School. Mrs. Amanda Olgren was introduced as the principal at Vandenberg Middle School, recognized for her proficiency in using data to drive educational decisions. Mr. Brian Sher, the new principal at Sock Middle School, was noted for his experience in instructional coaching and behavior intervention systems.
Additionally, Megan Welsh was introduced as the new director of special services, bringing valuable experience from Hastings School District. Shannon Blair Olson was introduced as the director of Human Resources, with an extensive background in education and law.
The meeting also covered operational updates, particularly the successful opening of school buildings and ongoing construction projects. Improvements were noted at Lincoln, Hanky Rogers Elementary, Oigo Elementary, and the Zimmerman campus, as well as enhancements to the Rogers campus and stadium. While some punch list items remain, the overall sentiment was one of satisfaction with the progress made.
Educational updates included the implementation of a functional phonics morphology program for grades K-5, with professional development for educators during workshop week. This initiative aims to establish instructional routines to enhance student understanding and aligns with the requirements of the read act, aimed at providing a consistent curriculum across the district. Additionally, educators will begin structured literacy training in November.
A significant policy change regarding cell phone usage in high schools was discussed, with new procedures limiting cell phone access during instructional time. This change has reportedly led to increased student engagement and productivity in classrooms, with feedback from teachers and students being positive.
The board also reviewed the ongoing superintendent search, facilitated by MSBA Director of Leadership Development and Executive Searches, Miss Barp D. The application deadline was noted as being today, with a subsequent meeting scheduled for September 23 to determine finalists, and a candidate anticipated to be identified around October 2.
Governance matters included the first reading of several policies as part of a three-year review cycle, covering the legal status of the school board, school board officers, and the operation of the school board governing rules. The board also approved policies on the extended school year, school activities, and school fundraising.
Financial updates included preliminary information regarding the 2024 levy for taxes payable in 2025. The board was advised to approve the preliminary levy at the maximum amount to allow flexibility in correcting any inaccuracies before the final approval in December.
