- Meeting Overview:
The Waldwick Borough Council meeting addressed community projects, including the approval of the 2024 Road Rehabilitation Project and several ordinances. Additionally, the council discussed the rising state health benefits rates and various public safety updates.
The most prominent decision was the council’s approval of the 2024 Road Rehabilitation Project, which will include improvements on Chopek Lane and Garabaldi Place. The council also authorized the advertisement and receipt of bids for water main improvements on Sheridan Avenue, Evergreen Street, and Hemlock Street. These infrastructure projects are important for maintaining and enhancing the borough’s roadways and water systems.
In other noteworthy actions, the council addressed multiple ordinances. Ordinance 2024 D26 was discussed first, proposing an increase in café permit fees from $75 to $100. This adjustment was deemed necessary due to inflation and to align with fees in neighboring municipalities. The ordinance was unanimously approved after a motion and second.
Ordinance 2024 D27, which establishes new regulations for the removal and replacement of trees and shrubs, was also a focal point. This state-mandated ordinance requires a permit application process for tree removal and mandates the registration of tree contractors with the borough, along with a small fee. The council emphasized that this ordinance was not initiated by them but enforced by state requirements.
The council then reviewed Ordinance 2024 D28, which aims to amend the appointment term of the water agent within the borough’s code. This ordinance is intended to clean up language to better protect employees and their benefits concerning the pension system. Following this, Ordinance 2024 D29 was presented, which seeks to amend the compensation structure by adding the title of water agent to the Chief Financial Officer and Tax Collector position. This change was characterized as a means of consolidating titles without altering financial compensation.
During the meeting, the council also accepted the resignation of Matthew Gilder as Grant Administrator, effective October 5, 2024, and appointed Steven Neil as the qualified purchasing agent. Additionally, Steven Kensky was appointed as a provisional Public Works repairer, and Tahar Riscala was appointed as a part-time crossing guard.
The financial and administrative committee reported that state health benefits rates would rise by 17.2% for the next year. Although alternative options were considered, it was likely that no changes would be made. This increase will impact the borough’s budget and necessitates careful financial planning.
Updates from the fire and police protection committee included a report on a recent increase in mutual aid calls due to various incidents, such as motor vehicle accidents, car fires, and gas leaks. Neighboring towns will be collaborating in response efforts during an upcoming state convention.
Public comments brought attention to local environmental issues. Eric Leor from the Sewer Authority described concerns about noisy trucks and unpleasant odors during Labor Day weekend. He suggested the need for better communication, particularly regarding the role of the police in addressing these environmental complaints. The council expressed a willingness to discuss potential actions with their attorney to explore the possibility of organizing a petition.
Another public comment highlighted confusion over the location of a memorial service for September 11, which had been incorrectly noted in a notice. The council acknowledged the discrepancy and promised to investigate and clarify the correct details.
The meeting also included discussions about the Department of Public Works (DPW) contract negotiations, which are still in progress. The Mayor mentioned the ongoing efforts to finalize these negotiations. Additionally, there was a report on the fall sports season, highlighting the opening of football and soccer activities and the team’s gratitude towards the Waldwick Volunteer Ambulance Corps for their presence at games.
The council moved to consent resolutions, approving several requests for the use of public facilities for private events, including picnics and a cornhole fundraiser, with the stipulation that alcoholic beverages would be served.
