The council’s unanimous approval of the ordinance was followed by the introduction of a resolution awarding the contract for the 2024 Road Improvement Program to Discover Construction for approximately $1.5 million. Preparations for paving improvements are set to commence in October.
The meeting also featured the formal swearing-in of two new police officers. Officer Mave Cosgrove, badge number 18, a lifelong resident of Spring Lake with a background in criminal justice from the University of Alabama, was introduced by Chief Alo. Officer David Duset, badge number 119, a five-year veteran of law enforcement previously serving in Keyport and a U.S. Army veteran, was also sworn in. Chief Alo expressed his excitement for the addition of both officers, stating, “I know they’re going to do a fantastic job in protecting our residents of Holmdel and the residents of the state of New Jersey.”
The council addressed several other issues and updates. During the public comment session, resident Jenny Blumenthal inquired about the town’s plans for recycling styrofoam. She also questioned the openness of a meeting regarding the Crawford Hill development, which was clarified to be a private site inspection rather than a public session. Another resident, Jay from 18 Ladwood Drive, raised concerns about potholes on local roads and dead branches along Middletown Road, which posed potential hazards. The council members acknowledged his concerns and noted them for follow-up.
The meeting included a detailed report on public safety and community events. Committeeman DJ Luccarelli highlighted Child Passenger Safety Week, urging parents to ensure proper installation of child car seats and to keep children under the age of 13 buckled in the back seat. Additionally, a scam alert was announced concerning calls from individuals impersonating the Monmouth County Sheriff’s Department, soliciting donations.

They emphasized the importance of public awareness in ensuring safety on the roads during emergency responses. Public Works provided updates on brush collection, noting that this is the final pickup of the season, with section A completed and section B commencing shortly. Residents were reminded to refer to their blue postcard schedules for specific pickup dates. Two large item drop-off dates were also announced for September 14 and September 28, from 8:00 a.m. to 2:00 p.m. at Bell Works, alongside a scheduled paper shredding event for residents on November 2 at the Department of Public Works.
The fire department reported recent successes, including the graduation of a member from the Monmouth County Firefighter Academy and another member’s enrollment at Middlesex County Firefighter Academy. Three new members were being approved that evening, with another three applications pending. National Fire Prevention Week was acknowledged, scheduled for October 6 to 13, with a planned open house at Crawford’s Corner station on October 12 featuring tours, demonstrations, and activities for children.
The deputy mayor provided updates from the Department of Recreation, announcing that registration is now open for various activities and events, including art programs, camping, and yoga. The Swim Club concluded its season with a successful final day attended by 565 residents. The recreation staff is now preparing for the next season, tentatively set to begin in 2025. The veterans committee announced its solicitation for nominations for the Veteran of the Year award, which recognizes veterans for their honorable service and contributions to the community.
The mayor took a moment to recognize the upcoming anniversary of the September 11 attacks, honoring local residents who perished that day. The names of individuals lost were read aloud and acknowledged as memorialized on the Open Hands statue at town hall. The mayor and members of the township committee planned a morning prayer of remembrance for September 11.
On a lighter note, the mayor announced the return of Harvest Fest on October 12, featuring live music, food vendors, and a petting zoo, culminating in a showing of “It’s the Great Pumpkin, Charlie Brown” followed by fireworks.
