The 52-acre site for the proposed park is located south of Big Woods Boulevard and east of Highway 212. The park’s development aims to include features such as a Miracle League baseball field and a playground based on universal design principles. The planning process will account for the neighboring school district property and surrounding woodlands.

The selection of Confluence followed an extensive vetting process. City staff evaluated around fifteen consultants, eventually narrowing the field to three firms, each submitting proposals. Confluence emerged as the preferred choice due to its robust experience, community engagement approach, and strong rapport with city staff. The firm has completed over 4,000 projects nationwide and has a reputation for quality, community-focused planning.

A significant aspect of Confluence’s proposal is their strategy for community engagement. They plan to conduct a community-wide survey and use a mapping application called Social Pinpoint, which allows residents to provide input directly on maps. Additionally, focus groups and community events will facilitate stakeholder engagement. Their “design charrette” process will enable collaborative concept generation based on community feedback.

The Commission discussed the formation of a citizen task force to assist with the planning process. It was recommended that the existing Commission act as the primary task force. This approach received support from the city administrator, emphasizing the value of the Commission’s diverse perspectives.

Further discussions highlighted the importance of stormwater management and overall park layout. A meeting between city staff and Confluence is planned to finalize these details. The project timeline aims for completion within ten months, contingent on City Council approval of the proposal.

In addition to the primary focus on the Southwest Chaska Community Park, the meeting also covered updates on other park and trail projects. The expansion of pickleball facilities at Lions Park is progressing, with construction expected to be completed by fall. The Lions Park shelter, damaged by fire earlier in the year, has been restored and now includes new air conditioning.

The Phase Two U Trail at Savannah Hols has been enhanced and is popular among residents, including dog walkers. The trail’s loop is approximately one mile long, and its condition and usage were discussed positively.

Planning for a neighborhood park redesign is underway, with a meeting scheduled for September 24th to align on the site plan and establish a timeline. The goal is to involve residents who showed interest during previous open houses, with construction hoped to begin by next fall.

Autumn Woods Park planning is expected to take place next year, with a focus on assessing community needs and addressing pedestrian access issues due to the lack of sidewalks in the area. The Commission acknowledged the evolving neighborhood dynamics and the growing population that would benefit from improved park access.

Tree disease affecting local trails was another topic of concern. Plans to address tree removal during winter months, when conditions are more favorable, were discussed. The Commission appreciated staff efforts in maintaining park cleanliness, especially following recent storms that caused tree and limb damage.

Recreation updates included renovations at the community center, where new flooring and equipment have been installed, receiving positive feedback from users. A “Never Forget Workout” event at Veterans Park honored September 11, attracting around 100 participants. A new after-school care program has also been successfully launched, accommodating 30 elementary school children.

Feedback from participants and attendees praised the facilities, particularly the attached restaurant.

Upcoming events include a music festival with Latin food trucks and entertainment, and a fundraising event for the Miracle League field and universal playground. Proceeds from the fundraising event will support future park developments.
