A representative for Long Branch’s crossing guards raised two primary issues during the meeting. The first issue involved a contract that was resolved in March but has yet to be signed, leading to prolonged negotiations with the city. The second point of contention was related to a snow day at the end of the previous school year. Despite being instructed to claim this day, guards did not receive payment.

The city attorney responded that the matter is currently in the grievance process, and the parties involved, including their attorneys, have already met. He noted that the situation might not escalate to federal litigation but could potentially be resolved through arbitration or state court if necessary.

Another topic was the introduction of Ordinance 017-24, which proposes changes to the titles within the fire department. Under the new ordinance, the title of “Lieutenant” would be changed to “Captain,” and “Captain” would be changed to “Battalion Chief.” The ordinance aims to update the command structure without altering compensation or creating new positions. This change aligns with a recently negotiated collective bargaining agreement.

Additionally, the council introduced Ordinance 018-24, which pertains to a redevelopment plan for Broadway and 6th Avenue. This non-condemnation redevelopment covers multiple lots and aims to revitalize the area. The public hearing for this ordinance is scheduled for October 9, 2024.

During the public comments section, a resident criticized the city’s participation in the Monmouth County Assessment Demonstration Program, blaming it for increased property tax burdens. The city attorney clarified that only two municipalities, not seven, have opted out of the program and are currently involved in litigation regarding their decision.

Mayor John Pallone and council members expressed their gratitude for the community’s participation and addressed various upcoming events, including Hispanic Heritage Month celebrations and a new Uptown Broadway Festival. They also commemorated the victims and first responders of the September 11 attacks with remarks.
