After a thorough discussion about fire egress and an easement outside the board’s purview, the board approved the new operational hours from 12 PM to 2 AM without objection.
The meeting then turned to the redevelopment concept for the property at 201-217 West Main Street, known as the granite building. Representing the property owners, Attorney Michael Silbert outlined plans to redevelop the site, emphasizing the need to balance historical preservation with modern amenities. Silbert revealed that structural and environmental assessments deemed the preservation of the granite building unfeasible. Instead, the new design aims to honor the architectural features of the original structure while enhancing the streetscape.
The proposed redevelopment will include four-sale condominium units, providing both luxury and affordable housing options. Silbert stressed that the project would not maximize density for profit but focus on creating spacious, well-designed living spaces. The plan also features a rooftop restaurant offering panoramic views and public enjoyment.
Further into the meeting, another redevelopment project was discussed for the property at the intersection of South Dy and West Main. This project features a U-shaped design with a seventh-floor step-back to reduce building massing. The seven-story building will include 77 dwelling units of varying configurations and aims to integrate into the West Main Street Redevelopment plan, which is still pending finalization.
The project also involves refurbishing an existing parking lot at the corner of New Street and Veterans Memorial Drive. The lot, currently in disrepair, will be renovated to provide 18 parking spaces, alongside a full basement for additional parking and utility spaces.
Concerns were raised about tandem parking, which requires coordinated access to vehicles. The board clarified that such spots would be dedicated to specific apartments, generally functioning better with two-bedroom units. There was also a suggestion to potentially expand the seventh floor to include a restaurant, emphasizing the need to balance building height and massing.
Attention was also given to the aesthetic impact of the building on Main Street. Some participants suggested incorporating storefronts and shops to create a welcoming transition into the area, rather than a wall of windows leading to a lobby. The ground floor, primarily designated for parking, was discussed in terms of aesthetic improvements to avoid a solid wall effect.
The board also discussed the choice of materials for construction. The design aims to cater to “empty nesters” and individuals seeking an urban environment, without competing with existing commercial establishments.
The visual elements of the design were examined, with suggestions to enhance the building’s facade through the use of glass and other materials. The importance of creating a visually engaging composition was emphasized, with a commitment to refine design elements based on feedback.
Safety concerns regarding electric vehicle (EV) charging stations were also addressed. The fire department had previously expressed apprehension about the placement of EV charging away from buildings, emphasizing the need for prioritizing safety in emergency situations.
Inclusionary housing was another topic, recognizing its mandated requirement in New Jersey. The board highlighted the importance of respectful dialogue among stakeholders and investment in the community.
Finally, the discussion touched upon the current state of the office market in New Jersey, noting a significant oversupply and reduced need for traditional office setups due to shifts in work practices. This has led to decreased rental values and occupancy rates, making it unfeasible to convert the existing building back into office space.
Public comments were invited, and a resident expressed satisfaction with the proposed project.
