A central topic of discussion was the need for updating definitions within the planning ordinances to alleviate confusion and streamline processes for developers. Concerns were raised about the requirement for planning board approvals even for minor modifications, such as adding small structures like gazebos or playground equipment. These typically necessitate a site plan waiver, complicating and prolonging the approval process. A board member remarked, “I think it probably be better that we do it sooner than later,” emphasizing the urgency of timely updates. The board recognized the value in revising the ordinance to allow for administrative approvals for minor additions, thereby reducing unnecessary delays. There was a consensus to draft a proposal in collaboration with the town attorney to facilitate this process.
The MAV Ro project also garnered attention. Board attorney John Belardo reported on discussions with Township attorney Joseph Sillo, revealing that the Technical Review Committee (TRC) had recommended further refinement of proposed ordinances to the township committee. The Planning Board had previously identified inconsistencies with the master plan, leading to the township committee’s decision to revisit negotiations with the redeveloper. Board members emphasized the need for transparent decision-making and improved communication between the Planning Board and township officials.
In conjunction with these discussions, the board touched on the township’s affordable housing obligations for the fourth round from 2025 to 2035. It was noted that the township would not receive its housing number until October 20th. The affordable housing subcommittee had already convened to strategize and prepare for the upcoming requirements.
Board planner Jeffrey Vaccarella provided an update on the reception of the recently adopted ordinance 242, which introduced multi-use developments and allowed for outdoor dining. He noted that the ordinance had generally been well-received by residents and developers, with many applicants opting to apply to the Planning Board instead of the Board of Adjustment. However, there had been no applications for accessory apartments yet, despite inquiries about adding them to existing barn structures. The ordinance requires that accessory apartments be either independent or attached to the main house, leading to questions from residents about its interpretation. The board acknowledged the importance of clarifying these new regulations to help property owners utilize their properties in accordance with the new ordinance.
Attention then turned to the township’s master plan, particularly the need for updates to the circulation plan. The last comprehensive update occurred in 2008, with references to traffic circulation and stormwater management becoming increasingly urgent as new developments arise. It was noted that the circulation element had not been adequately addressed since the reexamination report in 2019, and there was a clear sentiment that the township must prioritize revising this element to reflect current conditions and needs. Existing traffic studies and ongoing concerns around road safety and accident rates were mentioned, along with the necessity of updating stormwater management, which has not been revised since 2005. The need for updated natural resources management was also briefly discussed, emphasizing the importance of addressing these planning elements to meet current community requirements.
The meeting also included routine matters such as the approval of minutes from previous meetings held on July 10 and July 24, 2024, with unanimous votes recorded for both. There was no citizen participation, as no members of the public were present either in-person or online.
