Photographs of the stairwells showed sloped landings, wood rot, and broken windows. The board discussed the timeline of violations, starting with a courtesy letter in December 2020 and a notice of violation in April 2024. The property owners apologized for delays, attributing them partly to a contractor’s illness. They estimated the repairs would take 90 to 120 days to complete, prompting a request for the city to ensure all permits and inspections were conducted appropriately.

A representative acknowledged improvements in property management and maintenance. Concerns about the safety of interior units were raised, with observations of water damage and a collapsed ceiling in one unit, although it was unoccupied. The fire marshal noted that inspections had been conducted and progress observed.

The board discussed setting a timeline for further assessments. A motion was made to find Lime Street Properties in violation, imposing a daily fine of $250 starting from December 1, contingent on completing required repairs and inspections. This motion aimed to maintain pressure on the property owners to ensure timely completion of repairs, safeguarding residents and addressing potential city liability.

Another notable case involved Aristos Holdings and a property on South Pinellas Avenue. The board reviewed the status of the property, which had an unsanitary pool condition following complaints from the Pinellas County Department of Health. Despite initial compliance, the pool reverted to an unsanitary state. The property was subsequently drained, and a sump pump installed. The board unanimously found Aristos Holdings in compliance with city codes.

Additional cases included Michael Mina, senior trustee, for a property on Hibiscus Street, and Mantis Partners LLC on Hope Street. The former involved ongoing discussions about fine reduction for previous violations. The latter faced continued non-compliance, prompting the board to assess a $75 daily fine starting from September 13 until compliance was achieved.

The board also approved minutes from previous meetings and received updates on code enforcement activities, including the opening of 33 cases in August and the closure of 28 due to compliance. Specific properties on Ventnor and Carlton were highlighted, with one achieving compliance and the other still accruing daily fines.
