Parking issues dominated much of the public comments section. Several business owners and residents voiced their concerns about the recently implemented app-based parking payment system. While the introduction of meter parking had improved customer access, the exclusively app-based payment system posed challenges, particularly for senior citizens unfamiliar with the technology. One business owner shared instances of clients receiving tickets while trying to navigate the payment process, which led to dissatisfaction and potential loss of business. The council acknowledged these concerns and committed to exploring alternative solutions, including the installation of physical pay stations and promoting free parking options near the fire department.

A significant portion of the meeting also focused on community safety. A speaker emphasized the importance of responsible drinking and the dangers of driving under the influence. The individual recounted a personal experience to underline the necessity of adopting safer alternatives such as rideshare services or walking. The speaker’s message against drunk driving was well-received, with the council reiterating its importance to public safety.

The council discussed ongoing contract negotiations, particularly concerning the Rahway Valley Sewerage Authority (RVSA) and its impact on local homeowners. Questions were raised about miscalculations in sewage bills and the fairness of costs being passed onto existing homeowners. Another agenda item was the adoption of an ordinance proposed by Councilwoman Bodo to address the unsolicited delivery of advertising circulars, which often contributed to litter. Councilman Foley supported the proposal, emphasizing that the focus would be on unsolicited advertisements rather than local newspapers. The council agreed to consider the proposal further, with references made to similar initiatives in neighboring Westfield that allow residents to opt out of receiving such materials.

Community programs for children and teens were also highlighted. The recreation director reported on various upcoming activities, including soccer sessions provided by US Sports Institutes, music classes hosted by RMC Studios, and STEM programs led by Mad Science. These programs aim to offer enriching experiences for children of different age groups and promote community engagement.

Tree planting was another agenda item, with plans to schedule plantings between October 15th and November 15th, as advised by the shade tree officer. Funding for half of this initiative would come from the Greening Union County grants. The council also discussed the acquisition of 24 trees, with details on the types of trees being sought for further clarification.

The meeting included expressions of gratitude towards local organizations and individuals. The mayor thanked the Garwood Partnership for Arts and Culture for organizing a remembrance ceremony on September 11th, which included poems and memoirs to honor the victims of the attacks. A framed photograph was presented to the Garwood Fire Department as part of the ceremony. Additionally, the Lions Club was mentioned for hosting a senior picnic, a free event for Garwood seniors.

The council also discussed various infrastructure projects aimed at improving local amenities. These included the installation of communication boards in playgrounds to assist nonverbal children with disabilities, the creation of a more pedestrian and bike-friendly corridor on Center Street, and the installation of bicycle lanes along Sander Street. The donation of new bicycle racks around bus and train stops by the PBA was also noted.
