- Meeting Overview:
The Lawrence City Council held a meeting on September 11, 2024, to discuss the extension of Police Chief Milx Bonja’s temporary appointment by 90 days, among other topics. The Council also addressed the ongoing search for a permanent police chief, with an emphasis on community involvement in the selection process.
The most significant agenda item was the proposal to extend Police Chief Milx Bonja’s temporary appointment for an additional 90 days. Personnel Director Michael Owens presented the request, citing the need to maintain uninterrupted police operations while the search for a permanent chief progresses. Chief Bonja’s initial temporary appointment began on March 22, 2024, and was previously extended on June 18, 2024, set to expire on September 18, 2024. Owens emphasized that the extension is crucial as the city is still in the early stages of the search for a permanent police chief.
Council members asked for updates on the selection process for the new chief. Owens detailed the steps being taken, including the availability of a volunteer interest form for community members interested in serving on the selection committee. The committee will comprise seven members: mayoral appointees, a city council representative, three community representatives, and two police department appointees. Owens will chair the committee in a non-voting capacity, except in the case of a tie.
The Personnel Director mentioned the involvement of MGT Consulting, a professional recruiting firm, which will assist the city by conducting stakeholder interviews and developing the job posting. These interviews are scheduled for the week of October 7-11, 2024, and aim to identify community priorities for the new chief. The consulting firm will also train and orient the selection committee during this period.
Council members expressed concerns about community trust in the selection process, referencing past experiences with the superintendent search. Owens acknowledged these concerns and committed to ensuring a transparent and open process. He stressed the importance of public meetings and televised sessions to build confidence in the proceedings.
Additionally, there was a brief discussion regarding the presence of the police chief at the meeting. Initially, there was confusion about the meeting time, which led to the chief being absent. However, it was clarified that he would arrive shortly, allowing the discussion to proceed after a brief recess.
