The council also reviewed updates to the Southeastern project limits for the State Route 710 widening project. The extension includes Southwest Van Beren Avenue, promoting a smoother transition from four lanes to two lanes. This modification was recommended for approval and passed unanimously after a motion from Commissioner Hetherington and a second from Councilwoman Susan Gibbs Thomas. Additionally, the fiscal year 2026 through fiscal year 2030 List of Project Priorities required a modification to reflect this extension.
The meeting addressed a significant safety concern through a new process for conducting Road Safety Audits (RSAs), initiated by the FDOT. The RSA aims to streamline safety evaluations of roadway segments or intersections, allowing for immediate implementation of recommendations. Representatives from FDOT, including Tracy from the Safety Office, explained that the process involves analyzing crash data and roadway conditions to identify study locations. Each of the five counties in District 4 was allocated one RSA. The audit process is multidisciplinary, involving local agencies and stakeholders who physically assess the roadway, making it more comprehensive than traditional studies.
The RSA focused on a specific corridor known for higher-than-average crash rates, noting three incapacitating crashes and one fatality resulting from a medical event. Key observations included issues with pedestrian facilities maintenance, inadequate wheelchair access, and vehicles exceeding speed limits near a bridge. Recommendations included immediate maintenance of pedestrian surfaces, signage adjustments, and upgrades to pavement striping. Members of the advisory committees, including the Citizens Advisory Committee and the Bicycle Pedestrian Advisory Committee, accepted the report but requested further dialogue on next steps.
Safety concerns at the intersection of Monterey Road and East Ocean Boulevard were also discussed. Residents highlighted issues with vehicles failing to stop at red lights, posing risks to pedestrians. The Citizens Advisory Committee and the Technical Advisory Committee suggested conducting a speed study and recommended fresh striping along the roadway to enhance visibility. The Bicycle Pedestrian Advisory Committee proposed using cameras and citations to enforce traffic rules and discussed the possibility of a mid-block crossing near the East Ocean Mall for safer pedestrian passage.
Mayor Gibbs Thomas emphasized the importance of visible speed limit markings on the pavement, noting that they are easier for drivers to see than signs. Commissioner Hetherington recalled past community meetings focused on traffic issues, underscoring residents’ long-standing concerns about the interactions between East Ocean Boulevard and Monterey Road. Commissioner Kaia Mayfield suggested improving the attractiveness of crosswalks to encourage pedestrian use and reduce jaywalking.
The council also approved an update to the apportionment plan for board composition, adding a fifth county commissioner. This change aims to ensure adequate representation for all areas, particularly those affected by developments. The timeline for updating the apportionment plan began in May 2023, with the council approving the addition of the fifth commissioner in October and the governor approving it in early August.
A letter from the Town of Jupiter Island regarding their interest in board participation prompted further discussion. The council debated whether to respond to the request immediately or acknowledge it while emphasizing the current board’s established composition and the addition of the fifth commissioner.
The meeting also included updates on various projects along State Road 710, with ongoing construction and future plans discussed. The left turn widening project is on schedule for completion by November, and the right turn lane project is set to commence once necessary paperwork is resolved. The council expressed interest in advancing the project timeline, given its inclusion in the long-range plan with tentative funding earmarked for the 2035 to 2040 timeframe.
