It was clarified that driveways do not count as permeable surfaces under city regulations unless they utilize permeable materials.
City staff emphasized that the request was primarily about permitting attached single-family developments rather than increasing development potential. However, concerns persisted about the potential for unintended consequences, particularly for larger developments, and whether a citywide change was appropriate given the forthcoming review of the city’s codes.
The board acknowledged the need for careful consideration of the city’s long-term planning and regulatory framework. Ultimately, the proposed changes were approved by a narrow margin, with three votes in favor and two against.
Following this, attention shifted to the redevelopment proposal for the Miramar Resort St. Pete LLC, which included plans for a new 30-unit lodging tower with a rooftop restaurant. The proposed tower would reach a height of 76 feet, with an allowance for non-habitable structures extending to 86 feet. The proposal also included retaining and renovating existing lodging units and introducing new accommodations, increasing site density.
The board reviewed various aspects of the proposal, including beach access, noise limitations, and compliance with floodproofing measures. The applicant’s representative highlighted that the project generally aligns with the city’s comprehensive plan, though some areas required further testimony, particularly concerning floodproofing for the renovated buildings, which do not meet modern FEMA compliance standards.
Concerns were raised about the potential noise impacts from the rooftop restaurant, particularly the stipulation that music would cease by 10 PM to maintain neighborhood tranquility. Discussions also covered the use of valet service, which would be mandatory for the development, and the logistics of managing deliveries without impacting traffic flow on Gulf Boulevard.
The board’s approval included conditions related to noise limitations, beach access, and the management of valet services. Valet operations would need to be carefully coordinated to avoid congestion, especially during peak events.
