The representatives deliberated on lowering the percentage increase for highly effective teachers by one percentage point while maintaining the TSI compression increase, a move aimed at balancing the budget while offering competitive salaries.
Another topic discussed was the differentiated pay supplement for Exceptional Student Education (ESE) teachers. The CTA proposed increasing this supplement from $1,000 to $1,250, highlighting the additional hours ESE teachers work to complete necessary paperwork. This increase was seen as essential due to high vacancy rates in ESE positions, with an agreement on the importance of maintaining competitiveness in hiring and retaining ESE staff.
Additionally, the board addressed after-school programs for employees’ children, referencing a previous form that allowed teachers at extended-day schools to pick up their children without incurring fees until 4:45 PM. The district proposed changing the language to apply specifically to middle school teachers, which the CTA agreed was reasonable. This change aimed to alleviate time pressures for teachers rushing from work to aftercare programs.
The discussions also focused on the status of extra days for ESE teachers. The district maintained its position on the status quo, citing concerns about meeting educational needs and the potential impact on students. However, the CTA requested reconsideration of their proposal, emphasizing the additional work ESE teachers must complete.
The meeting saw a series of proposals and counter-proposals as both sides worked toward an agreement. There was a recognition of the impact of state funding limitations on teacher morale and the overall compensation framework. The representatives underscored the importance of ensuring that teachers could sustain their livelihoods amidst ongoing budget challenges.
