Options such as concrete, asphalt, and porous alternatives like flexi-pave and a honeycomb grid system were considered. Mr. Atkinson emphasized the importance of selecting materials that endure runoff from the adjacent golf course and are practical for strollers and pedestrians. He suggested a combination of stone dust and asphalt for steeper slopes to prevent washout and reduce maintenance needs.
The discussion also touched on the ADA compliance of the pathway, with a focus on ensuring the surface facilitates accessibility while preserving the existing terrain. Stone dust was identified as a potential material, offering a solid surface even when wet and being the most economical option at $20 to $40 per square yard. Asphalt, permeable asphalt, and concrete were also considered, with permeable asphalt being environmentally friendlier but more costly.
Maintenance considerations were discussed, with a preference for a natural appearance for the pathway. A suggestion was made for council members to visit the site to better understand the existing conditions, and some brush clearing to enhance walkability was proposed. The council deliberated on the best approach to improve the path, weighing the need for accessibility against the potential challenges posed by different materials.
In addition to the pathway project, the meeting included several community engagement initiatives. The council proclaimed September as Hunger Action Month to address food insecurity, with a food drive announced. Donations will be collected at Borough Hall and distributed to the Emerson Bible Church Pantry. The police department participated in a grocery bagging initiative to raise awareness of food access issues within the community.
The council also adopted ordinance number 1692-1708 D50, regarding no parking regulations, and ordinance number 1693 D24, establishing salary ranges and compensation for borough employees for the calendar year 2024. Both ordinances were adopted with unanimous support, following brief public comment periods.
Community events were highlighted, including the fall Harvest Festival scheduled for October 20th, featuring hay rides, crafts, food trucks, and a beer garden. Special accommodations will be made for children with sensory needs, allowing early access to the pumpkin patch and crafts. The Environmental Commission’s annual townwide garage sale is set for October 5th, and a flu clinic is scheduled for October 10th at the Emerson Senior Center.
The council reported on ongoing infrastructure projects, including the garbage bid issuance and concerns about PSG’s road work timing. An Eagle Scout project to install additional benches in Emerson Woods was also highlighted, with a car wash fundraiser scheduled for September 22nd. The council addressed traffic light timing issues at various intersections, emphasizing the need for improvements to accommodate increasing congestion due to new development projects.
The meeting also included updates on property tax relief programs, the Emerson Home Improvement program, and transportation services for residents aged 55 and older or with special needs. Upcoming events such as a visit from the Motor Vehicle Commission, a free paper shredding event, and a Veterans Day ceremony were announced.
