Public comments during the meeting brought forward various concerns. Resident Bill Greco expressed gratitude for the recent maintenance at the Cole shopping center entrance and inquired about the process for adding police officers as the borough grows. He referenced a previous ordinance that authorized an increase in police staffing from 17 to 21 officers and reminded the council of their commitment to addressing lighting concerns, which the council acknowledged.
Another resident, Jill Cere, raised questions about the addition of drive-through restaurants in the B2 business zone, contrasting it with other zones that hadn’t been updated similarly. Cere pressed for clarity on who initiated this change and how it aligns with the borough’s master plan, which aims to promote a desirable visual environment and preserve small-town characteristics. The council explained that the decision was part of a long process involving various committees aimed at modernizing the non-residential zones in Morris Plains. Cere also questioned why urgent care facilities were not included in the B2 zone, to which the council suggested parking requirements could have influenced this decision.
Amy Melvin, another member of the public, thanked the council for investing in pickleball courts at Wat Park and expressed concerns about the courts being monopolized by older individuals, leaving younger players unable to participate. She suggested implementing a clear set of rules and regulations for court usage and proposed the installation of a paddle holder to manage play order and signage to guide users.
The council responded to these concerns by advising residents to call 911 if they ever feel threatened or uncomfortable at the courts. They confirmed that signage addressing the rules for the pickleball court would be implemented soon and that suggestions for future improvements would be considered. The council discussed the inclusivity of the courts, noting that limiting access to Morris Plains residents only was not feasible, and mentioned the possibility of needing additional courts due to increased usage.
The meeting also highlighted upcoming community events. The second annual Pumpkin Illumination event, scheduled for October 25th, will expand to include the entire Merchant block due to increased resident participation last year. Plans for the event include a bike rack contest, with the winner announced during the Pumpkin Illumination. Additionally, the farmers market was discussed, with the market manager encouraging residents to stock up on seasonal items as there were only four weeks left in the market season. Plans to make the market festive, akin to an Oktoberfest, were also mentioned.
Public health initiatives were also a part of the meeting. The upcoming Mars Plains Wellness Day, scheduled for October 12th at the community center, will offer various health screenings, including cancer screenings and blood chemistry analysis. Free flu shots will be available for residents aged 50 and over. The meeting also highlighted the importance of Narcan training and mental health awareness through the mayor’s wellness campaign.
In terms of community partnerships, a Girl Scout troop proposed adopting the teen center as part of their silver award project. The teen center reported 94 students registered for the current year and had hosted a kickoff event featuring activities like laser tag.
Additionally, the council discussed ongoing work on a new tree ordinance and the management of street light outages. An ordinance regarding the installation of block boxes on Handover Avenue passed its first reading and is set for further consideration in the upcoming meeting. The council reviewed vouchers totaling over three million dollars, reflecting expenditures over the past two months.
