- Meeting Overview:
The Ormond Beach City Commission held a meeting on September 18, 2024, where significant public concern and debate were raised about the proposed implementation of landing fees at the local airport. Additionally, the commission discussed the adoption of the fiscal year 2024-2025 millage rates and budget, insurance proposals, and various other community issues.
The most pressing topic of discussion was the proposed landing fees for the Ormond Beach Municipal Airport, which generated substantial public debate. Economic Development Director Brian Rademacher outlined the necessity for these fees, noting that the airport has an outstanding loan of $999,000 to the general fund, used for airport improvement projects. The proposed fees aim to distribute the cost of airport operations more evenly among users and support future capital improvements.
Several public speakers expressed strong opposition to the proposed landing fees. Douglas Shin, a hangar owner, emphasized that the fees would lead to a decrease in airport operations, potentially costing the city more by affecting funding for the control tower operations. Daryl Hickman echoed these sentiments, warning that his clientele, primarily from outside the area, would avoid Ormond Beach due to the fees, impacting local businesses.
Patrick Murphy of Sunrise Aviation acknowledged the city’s need for revenue but expressed concern about the broader impact on traffic and business. Terence Perkins, a long-time tenant, highlighted the improvements in safety since the control tower was established and urged the commission to consider these financial responsibilities carefully.
Richard Isherwood suggested exploring alternative revenue sources, such as increased hangar rentals, rather than imposing fees that could deter operations. Gordon Arbman criticized the process by which the proposal was brought to the commission.
The commission members began to discuss the proposal, with one commissioner reflecting on the airport’s financial state, noting the operating debt. A motion was made to table the discussion regarding the landing fees to allow the Aviation Advisory Board to review the matter and provide input, emphasizing the importance of expert opinions in informing their decisions.
In addition to the airport fees, the commission adopted the final millage rates for the fiscal year 2024-2025. The final operating millage was set at 4.0960 mills, representing a 12.82% increase above the rollback rate. During public comments, resident Sean Daly raised concerns about the consecutive tax increases and suggested implementing landing fees at the airport as a viable revenue source to reduce the financial burden on the general fund.
Cindy Costa expressed concerns about a hazardous tree on North Beach Street, while Alicia Simmons from the Ormond Beach Tennis Center requested a $300,000 grant to upgrade the tennis facilities. Connie Colby discussed issues at Central Park related to motorized vehicle use and parking violations.
The commission also addressed several ordinances and resolutions. Ordinance number 2024-27, concerning the final plat for the Bradford Lakes Subdivision, was approved. Resolution number 2024-133 authorized a development order for a special exception allowing outdoor activities at the Lowe’s Home Improvement store. Planning Director Steven Spraker explained that the proposal aimed to rectify previous violations and bring the site into compliance, with tighter controls on outdoor storage.
Another topic was the insurance proposals for the city. The finance director recommended awarding the contract to Brown and Brown Insurance Services due to their lower premium compared to Foundation Risk Partners.
Deputy Mayor Briley and other commissioners expressed discomfort with the situation, emphasizing the importance of making well-informed decisions that balance cost savings with reliable service delivery. The commission navigated through competing interests.
The meeting also included acknowledgments of recent staff efforts, particularly regarding a water reclamation facility project that received state funding support. The commission discussed multi-million dollar drainage improvements planned for Fleming Avenue to address flooding concerns.
