Commissioner Compton inquired about the application’s relationship to the Lyndale Avenue retrofit plan. Crowell confirmed compliance with the B2 zoning standards and the conditional use permit conditions. The applicant’s representative, Aaron Manzo, addressed the need for expansion due to the overflow of tires during peak seasons, emphasizing the importance of maintaining an orderly and safe facility.
Public comments included concerns from a nearby Applewood Point Senior Condominiums representative, who expressed apprehension about potential noise and traffic increases. The speaker highlighted the need to avoid transforming the facility into a disruptive auto body shop and emphasized maintaining peace for older residents who require rest during the day. During public testimony, additional concerns were raised about noise from machinery, particularly beeping when reversing, and the importance of compliance with zoning regulations to minimize community impact.
The commission closed the public hearing on the vehicle repair facility expansion, and a motion was made to adopt a resolution approving the conditional permit, which passed without opposition. Commissioners expressed their approval, with one noting the community investment and compliance with trash and tire management requirements.
Following this, the commission turned to a major revision of development plans for a new auto dealership at the southeastern corner of Knox Avenue and American Boulevard. This proposal involves constructing a new approximately 54,000 square-foot facility, including a showroom, office, repair, and car wash spaces. The planner detailed the project, which includes demolishing existing structures and constructing a single-story building. Access to the site would be from West 81st Street, Knox Avenue, and American Boulevard, with the existing dealership remaining operational during construction.
The proposal requested deviations from established zoning code related to setbacks, exterior materials, building transparency, and street enclosure. The applicant’s proposal did not meet the maximum setback requirement along American Boulevard, but staff supported flexibility due to site configuration challenges. Additionally, the exterior materials plan included a higher percentage of precast concrete than permitted, which staff also supported.
A notable point of concern was compliance with street enclosure requirements. The applicant’s proposal showed only 29% enclosure along Knox Avenue, below the required 50%. Staff recommended increasing this percentage to align with adjacent developments. The commission discussed the implications of the floor area ratio (FAR), with the proposal falling short of the 0.6 minimum, presenting an FAR of 0.23. The applicant argued for deviation from this requirement based on job creation and site conformance.
Commissioners inquired about lighting levels and potential light pollution, with the planner confirming compliance with city standards. The applicant emphasized the dealership’s importance to the local economy and the need for flexibility in zoning regulations. The commission showed general support for the proposed plans while addressing necessary adjustments.
A representative from Landform Professional Services discussed site constraints, highlighting that approximately 33% of the property is encumbered by easements. The proposed facility would surpass the existing buildings in size and address current operational challenges. Enhancements to the streetscape include benches along Knox Avenue and accessible walkways, with an amount of native plantings to reduce water usage and attract pollinators.
The Bloomington Planning Commission meeting concluded with unanimous support for the preliminary and final development plans for the auto dealership, contingent upon modifications to conditions. The item is set to appear on the City Council’s consent agenda on September 30th.
