LaBarbera also addressed the landscaping around the DPW, explaining that significant time had been dedicated to developing a landscape buffer to make the industrial site more compatible with the nearby residential area. The council had prior approval for a landscaping plan designed with public input, including collaboration with a certified tree expert and a landscape architect. However, upon further evaluation, several trees had been improperly maintained and had to be removed. The proposed landscaping plan moving forward includes enhancing existing plantings and constructing a berm and an eight-foot fence to provide better visual barriers and maintain aesthetics.
In another significant topic, the council discussed the need to install a new antenna for a county-mandated radio system. The Chief of Police explained that the borough would need to invest an additional $90,000 from contingency funds. He emphasized the urgency, noting that delaying the installation could result in up to $80,000 in costs within the next few years. This prompted the council to consider the immediate allocation of funds to avoid future financial burdens.
The Parks and Recreation update included several key points. A representative highlighted a forthcoming book chat event featuring a local author with a background in coaching and sports. The representative also discussed the revival of the basketball court at Mara Park. Repairs and enhancements, including crack repairs and the installation of adjustable hoops, are set to begin now that the funds have been transferred. The representative emphasized that only school officials would handle hoop adjustments to prevent misuse.
Additionally, the Parks and Recreation representative recounted the successful summer camp programs, which included activities such as tennis, pickleball, and soccer. The recent town campout event, featuring a bonfire and movie night, saw increased attendance compared to the previous year. Upcoming events include a Halloween parade and house decoration contest, employing an online format for community engagement. A request was made for a guest speaker for Veterans Day, focusing on finding a local veteran willing to speak at the event.
Budget inquiries were addressed during the public comment section. Bill Perkins questioned the budget for an award labeled ADV B, seeking clarification on how the figures related to funds from previous grants. Another resident, Ferguson, sought information on a tax exemption for a 100% disabled veteran residing on River Road. Clarification was provided that this state-mandated exemption allows the veteran to receive a full tax deduction.
The Council also discussed a dog license code amendment to align with state law, following a review by the Administrative Office of the Courts (AOC). After a brief dialogue about the implications of this amendment, the motion was approved.
Concerns about street light installations and ongoing delays were raised by a resident named Mrs. B, who expressed frustration about the darkness in her area and suggested that the DPW address overhanging tree branches at Schanker Pond.
